Absent: Mr. Cox. <br /> <br /> The meeting was held in order to provide information to the City Council and Board of <br />Supe_rvisors about juvenile crime statistics and programs !currently available and proposed for <br />juvenile offenders in the Charlottesville area. <br /> <br /> Lt. Chip Harding of the Charlottesville Police Department, presented crime statistics for <br />juvenile offenses which show that juvenile crime is on the rise, and noted that previous data <br />presented were understated. Lt. Harding noted that the Severity of juvenile crimes is also <br />increasing. Lt. Harding said he feels that pOst-dispositioh space is needed for juve.nJ!es. <br /> <br /> Lt. Dwayne Carr of the Albemarle County PoliCe Department, expressed concern that <br />the cu~ent juvenile detemion facility in Staunton cuts the juvenile off from hmi!y and the <br />community, and traveling to and from the facility takes staff time for both the Sheriffs office <br />and Police Department. ! <br /> <br /> Ms. Martha Carroll, Juvenile and Domestic RelatiOns CoUrt Service staff, presented <br />diversion options for juvenile offenders: petitioned and ~eleased to parents and petitioned <br />and detained. Ms. Carroll described programs offered bY the Court Serv-ice Unit: mentoring; <br />!aw related education; mediation; pre,treatment substance abuse group, shoplifting fi!m; <br />alternate community service program; juvenile court ce_~ter; and assessment project. <br />Programs offered after a juvenile is in the court system ihclude: electronic monitoring; <br />intensive probation and intensive parole. <br /> <br /> M~r. Dave Chapman, Charlottesville Commonwealth's Attorney, explained that <br />post-disposition detention is not available in the Staunton facility. Important com_munity <br />services available in Charlottesville are also not available to the jtrveni!es in the Staunton <br />facility. Mr. Chapman noted that Charlottesville has no input a~ all in the programs at the <br />Staunton facility. <br /> <br /> Mr. Rory Carpenter, Director of the Charlottesville-Albemarle Children and Youth <br />(CACY) Commission, explained that a juvenile detention _facility in the Chadottesvi!!e area <br />would have the potential to be more than just a detention facility, and could b~ld on a <br />continuum of community services. Mr. Carpenter said he would like to see mn efftphasize on <br />prevention of juvenile crimes. <br /> <br /> Mrl Jack Gallagher, Com~munity Axtention Home Coordinator, stressed the need for a <br />multi-use concept at a juvenile facility. <br /> <br /> Ms. Roxanne ~te, Assistant County Executive, explained that the State Juvenile <br />Justice Board has approved funding for a juvenile facility, and the issue wi!! now go tothe <br />General Assembly. Ms. White said that Fluvamna County has expressed an interest in joining <br />Charlottesville and Albemarle in establishing a facility.
