COUNCIL CHAMBER - August 20, 1990 <br /> <br /> Council met in regular session on this date with the <br />following members present: Rev. Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever, Ms. Waters. <br /> <br />PUBLIC <br /> <br /> Ms. Susan Lewis, representing the Charlottesville- <br />Albemarle Jaycees, requested that Council waive license and <br />fee requirements for the Jaycee's 6th annual circus to be <br />held September 6 and 7. <br /> <br /> Responding to a question from Mr. Toscano, Ms. Lewis <br />stated that approximately $450 would be saved by waiving the <br />performance fee. <br /> <br /> Responding to a question from Ms. Slaughter, Ms..Lewis <br />stated that the Jaycees expect to raise approximately $3,000 <br />after expenses from the circus. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Vandever, the <br />resolution waiving fees for the Jaycees circus was <br />unanimously approved by Council. <br /> <br /> Ms. Anne Causey thanked the Mayor for proclaiming August <br />26th as Women's Equality Day. <br /> <br /> Ms. David Salzman of 817 Stonehenge Avenue, questioned <br />the legal status of the alleyway behind his property.- <br /> <br /> Mro Clyde Gouldman, City Attorney, requested that Mr. <br />Salzman contact~his office so the matter could be further <br />investigated. <br /> <br />REQUEST: RIVES PARK NEIGHBORHOOD ASSOCIATION <br /> <br /> Ms. June Clift of 1306 Midland Street, stated that <br />residents of the Rives Park neighborhood met and were <br />requesting that Council purchase and demolish a house <br />adjacent to the park and add the property to the park as well <br />as make other improvements to the park. <br /> <br /> Rev. Edwards noted that the owner of the house has been <br />notified that Code violations on the property must be <br />corrected and league softball games will no longer take place <br />at the Park after the summer season. Rev. Edwards added that <br />he understood that staff would be meeting with the <br />neighborhood to further discuss this matter and other <br />improvements to Rives Park so these items could be included <br />on the capital improvement budget. Rev. Edwards suggested <br />that staff work with the owners of the house to improvements <br />its appearance, or explore other options such as including <br />the house as part of the house bank program. <br /> <br /> Ms. Slaughter asked when playground improvement Were <br />last made at Rives Park and Mro Eugene German, Director of <br />Parks and Recreation, replied that curb and gutter and a <br />major new piece of equipment were added this year and <br />equipment had been painted, but acknowledged that the park <br />needs more attention. Mr. German stated that he felt <br />removing league softball games whould make a major difference <br />in the park. <br /> <br /> Ms. Clift stated that the neighborhood favored keeping <br />the softball field for neighborhood games, relocating the <br />basketball court and children's playground, and adding a <br />picnic area, but noted that staff had indicated that major <br />drainage work would need to be done to relocate the <br />children's playground. <br /> <br /> Ms. Waters stated that she had difficulty in <br />agreeing to demolish a workable dwelling because of the need <br /> <br /> <br />
