COUNCIL CHAMBER - August 20, 1990 Council met in regular session on this date with the following members present: Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters. PUBLIC Ms. Susan Lewis, representing the Charlottesville- Albemarle Jaycees, requested that Council waive license and fee requirements for the Jaycee's 6th annual circus to be held September 6 and 7. Responding to a question from Mr. Toscano, Ms. Lewis stated that approximately $450 would be saved by waiving the performance fee. Responding to a question from Ms. Slaughter, Ms..Lewis stated that the Jaycees expect to raise approximately $3,000 after expenses from the circus. On motion by Ms. Waters, seconded by Mr. Vandever, the resolution waiving fees for the Jaycees circus was unanimously approved by Council. Ms. Anne Causey thanked the Mayor for proclaiming August 26th as Women's Equality Day. Ms. David Salzman of 817 Stonehenge Avenue, questioned the legal status of the alleyway behind his property.- Mro Clyde Gouldman, City Attorney, requested that Mr. Salzman contact~his office so the matter could be further investigated. REQUEST: RIVES PARK NEIGHBORHOOD ASSOCIATION Ms. June Clift of 1306 Midland Street, stated that residents of the Rives Park neighborhood met and were requesting that Council purchase and demolish a house adjacent to the park and add the property to the park as well as make other improvements to the park. Rev. Edwards noted that the owner of the house has been notified that Code violations on the property must be corrected and league softball games will no longer take place at the Park after the summer season. Rev. Edwards added that he understood that staff would be meeting with the neighborhood to further discuss this matter and other improvements to Rives Park so these items could be included on the capital improvement budget. Rev. Edwards suggested that staff work with the owners of the house to improvements its appearance, or explore other options such as including the house as part of the house bank program. Ms. Slaughter asked when playground improvement Were last made at Rives Park and Mro Eugene German, Director of Parks and Recreation, replied that curb and gutter and a major new piece of equipment were added this year and equipment had been painted, but acknowledged that the park needs more attention. Mr. German stated that he felt removing league softball games whould make a major difference in the park. Ms. Clift stated that the neighborhood favored keeping the softball field for neighborhood games, relocating the basketball court and children's playground, and adding a picnic area, but noted that staff had indicated that major drainage work would need to be done to relocate the children's playground.
