105 <br /> <br />determine what should be discussed at a work session on <br />housing. <br /> <br /> Mr. Toscano recommended that CounCilors propose issues <br />on which public input could be sought with regard to the <br />upcoming budget and listed the following potential topics: <br />1) funding alternatives for solid waste collection/disposal <br />(user fees, incentives for recycling, reduction of trash <br />collection to one day per week, etc.); salary freeze for <br />City employees (across the board or only employees at upper <br />end of salary range) or granting increaSes to certain <br />categories of employees only; 3) local Option for a sales tax <br />increase; 4) local option for a surtax fOr upper income <br />persons; and 5) reducing the annual allocation for the <br />capital budget. <br /> <br /> Ms. Slaughter asked for feedback from the public on ways <br />meetings could be made more interesting. <br /> <br /> Mr.. Edwards and Mr. Vandever abstaining. <br /> <br />PUBLIC <br /> <br /> Mr. Gerhard Glomm of 110 Westwood Circle, expressed <br />concern about the tipping fees which he felt were hastily <br />approved by the Rivanna Solid Waste Authority and felt that <br />Council needed to appoint people to the Authority who were <br />thoughtful and creative. <br /> <br />REQUEST: FIRST NIGHT VIRGINIA <br /> <br />The request made by First Night Virginia was withdrawn. <br /> <br /> <br />
