40 <br /> <br />Industrial Development Authority. <br />April 3, 1993. <br /> <br />These terms will expire on <br /> <br /> On motion by Mr. Buck, seconded by Mr. Towe, Mr. David <br />Carter and Ms. Mary Bednar were unanimously reappointed to <br />two-year terms on the Jefferson Area Board for Aging. These <br />terms will expire on April 1, 1991. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, Mr. <br />Gary Badzinski was unanimously appointed, to a two-year term <br />on the Jefferson Area Board for Aging Advisory Council. This <br />term will expire on July 19, 1990. <br /> <br /> On motion by Mr. Towe, seconded by Rev. Edwards, Ms. <br />Carol Marshall and Mr. Carl Schmidt were unanimously <br />appointed to four-year terms on the Social Services Advisory <br />Board. These terms will expire on June 30, 1993. <br /> <br />REQUEST: SOCIAL DEVELOPMENT COMMISSION - HANDICAPPED NEEDS STUDY <br /> <br /> Mr. David Toscano, Chairman of the Social Development <br />Commission, requested that Council appropriate $3,951 for a <br />survey of the needs of handicapped persons in Charlottesville <br />to use in the Commission's study as charged by Council. Mr. <br />Toscano stated that little firm data exists upon which to <br />base new programs. Mr. Toscano explained that the following <br />steps are proposed for the Commission's study: conduct a <br />random survey to determine needs; identify service providers; <br />and identify gaps in service and the means by which they can <br />be filled. Mr. Toscano stated that a survey conducted by the <br />Thomas Jefferson Planning District Commission revealed that <br />6% of the population is handicapped, but this figure was <br />questioned as too low by some Commission members. Mr. <br />Toscano stated that the University of Virginia's Center for <br />Survey Results has been consulted regarding the proposed <br />survey. <br /> <br /> Responding to a question from Ms. Waters regarding the <br />definition of handicapped, Mr. Toscano stated that the <br />working definition of handicapped is a person who has a <br />mental, emotional, or physical limitation to activities over <br />a period of time, but noted that a definite definition will <br />be agreed to prior to the survey. <br /> <br /> Mr. Buck questioned whether the survey should be <br />expanded since the service providers are multi- <br />jurisdictional. <br /> <br /> Mr. Toscano stated that it would increase the budget to <br />expand the survey. <br /> <br /> Ms. Waters noted concern with the number of open-ended <br />questions contained in the questionnaire and that some of the <br />questions could unrealistically raise expectations of what <br />the City can do for handicapped persons. <br /> <br /> Mr. Buck questioned whether funds were included in the <br />budget to fund the survey. <br /> <br /> Mr. Hendrix stated that $3,000 for FY 1989-90 was <br />included in the Social Development Commission budget and that <br />Council could appropriate the additional $951. <br /> <br /> Mr. Toscano stated that the Social Development <br />Commission will also be studying the issue of drug abuse as <br />charged by the Council, but the cost of that study should be <br />minimal. Mr. Toscano stated that he did not think the <br />Commission would object to Mr. Hendrix's suggestion for <br />financing the survey. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Buck, the <br />$951 appropriation for the additional funds necessary to <br />conduct a survey of handicapped needs was approved by the <br /> <br /> <br />
