44 <br /> <br />ORDINANCE: POLICE ANIMAL PROTECTION <br /> <br /> Mr. Hendrix explained that the ordinance was proposed as <br />a result of the mounted police patrol. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, the <br />ordinance entitled "AN ORDINANCE PROHIBITING INTERFERENCE <br />WITH OR MISTREATMENT OF ANIMALS OWNED BY THE CITY POLICE <br />DEPARTMENT" was offered and carried over to the next meeting <br />for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Rev. Edwards requested that Council adopt a housing <br />ordinance as a result of the alleged discrimination found by <br />a recent survey of rental property. <br /> <br /> Mr. Buck recommended that the City first look into the <br />existing state and federal laws and enforcement mechanisms <br />and then determine if a local housing ordinance is needed. <br /> <br /> Mr. Towe acknowledged the death of Ms. Sally Meade, <br />Director of the SPCA. <br /> <br /> On motion by Rev. Edwards, Mr. Towe, <br />Mr. Vandever, Ms. Waters. <br /> <br /> Mr. Buck reviewed the history of the CSX property and <br />stated that the purpose of the meeting was to bring together <br />members of Council, the Planning Commission and the <br />Charlottesville Industrial Development Authority to discuss <br />the proposed plans for the CSX property and endorse the <br />project so that the CIDA can work towards marketing the <br />property. <br /> <br /> Mr. Don Hildebrand of LDR Associates, a consulting firm <br />employed to make recommendations regarding the best use of <br />the property, listed the following objectives considered for <br />the property: long-term framework for development; maximum <br />economic return; definition of role of site relative to <br />downtown mall: and development of planning consensus.
