47 <br /> <br />frequently dominated by league play; 2) planned orientation <br />for all policemen, especially new policemen, to the black <br />community through personal contact and in-home visitations to <br />encourage cooperation and an atmosphere of trust and mutual <br />respect toward shared goals; 3) establish a more far-reaching <br />"Big Brother/Big Sister" program to provide young children <br />with positive role models and steer them away from drugs and <br />illegal activity; 4) establish a hot-line for parents, <br />concerned citizens, and drug users, manned by volunteers from <br />the community to inform people of their options and link them <br />with appropriate services; 5) first-rate treatment and <br />rehabilitation program, staffed in part by local people who <br />have been well trained, with whom local drug users can <br />identify and respect; 6) establish a local chapter of <br />Narcotics Anonymous at the local security complex and the <br />local high school and establish drug treatment programs at <br />the join security complex for those who desire treatment; 7)~ <br />legislatively eliminate double standards in sentencing in favor <br />of mandating strict, uniform sentencing and imprisonment, <br />even for first offenses that relate to the sale of drugs, <br />including trying first time, youthful offenders as adults; 8) <br />identify a fair method to establish parental responsibility <br />and involvement in the instance of youthful offenders and <br />establish repercussions for parents who, by their behavior, <br />enable, aid and abet; and 9) increase efforts to address the <br />behavior of drug users as a violation of the law, punishable <br />by fines and imprisonment, thus placing shared responsibility <br />on both drug users and dealers in the eyes of the law. <br /> <br /> Ms. Lugo requested that the City Manager's office <br />present a response to the statement and its recommendations <br />at the July 3rd meeting.~ . <br /> <br /> Ms, Waters commended the community members who <br />participated in the meetings and in developing the statement. <br />Ms. Waters noted that the~Social Development~Commission has <br />already begun a study of the drug problem in the community <br />and she will recommend that persons who had participated in <br />the meetings and statement be involved in the study. <br /> <br />REPORT: URBAN DESIGN COMMITTEE <br /> <br /> Mr. O'jConne!l stated that an Urban Design Task Force had <br /> convened in the spring of 1985 to study and make <br /> recommendations regarding the future design of important <br /> areas of Charlottesville. The Planning Commission <br /> recommended that a permanent Urban Design Committee be <br /> established to be charged with the following: 1) advise on <br /> the urban design aspects of~development projects on publicly <br /> owned or financed land and developing design~criteria for <br /> such projects; 2) study and prepare specific priorities and <br /> recommendations dea!ing~with overhead utilities; 3) review <br /> the design of City capital projects and changes to existing' <br /> public facilities; 4) review the proposals for public art; <br /> 5) review the status of landscape improvements and policies <br /> including tree cutting, maintenance and plantihg; 6) develop <br /> detailed design guidelines; and 7) review~special projeCts as <br /> requested by City Council or the~Planning ~Commission. <br /> <br /> Ms. Waters agreed that an Urban Design Committee would <br />have merit and requested that staff clarify the proposed <br />statutory responsibilities and review responsibilities of <br />other similar boards. <br /> <br /> On motion~by Mr. Buck, seconded by Mr. Vandever, the <br />Council approved the establishment of an ongoing Urban Design <br />Committee, with the charge amended to'delete reference to <br />carrying out the Urban Design Plan~and removing~the charge <br />relating to overhead utilities, and with the membership <br />increased to include two citizen members° <br /> <br />APPROPRIATION: AMENDING FY 89-90 BUDGET FOR COMMUNITY EDUCATION <br />AND JUVENILE AND DOMESTIC RELATIONS COURT DEPUTY <br /> <br /> <br />
