Edwards, Mr. Towe, <br />Mr. Vandever, Ms. Waters <br /> <br /> Mr. Hendrix reviewed the planning process for the Five <br />Year Capital Improvement Program. Beginning in October <br />a committee reviewed Potential projects and looked <br />at available funding, for a five year period. Projects that <br />are recommended were prioritized and a tentative budget was <br />produced. The Planning Commission reviewed the proposed Five <br />Year Capital Improvement Program, held a public hearing and <br />made recommendations to Council. The work session is being <br />held by Council to review the recommendations and the Program <br />will formally be adopted by Council in July. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, gave a slide <br />presentation showing projects underway and in the planning <br />stage, projects to begin after July 1st, and projects <br />proposed to begin in one to four years. <br /> <br /> Responding to a question from Ms. Waters, Mr. O'Connell <br />stated that the majority of Phase I improvements to McIntire <br />Park are expected to be completed within a year, with other <br />improvements not scheduled to be made there for another five <br />yearS. <br /> <br /> Mr. Hendrix stated that a preliminary report has shown <br />that the revenues generated at Pen Park Golf Course can <br />support the debt service for construction of the additional <br />nine holes thereby freeing up $500,000 which had been <br />planned for that purpose. <br /> <br /> Responding to a question from Mr. Buck about greens <br />fees at the golf course, Mr. O'Connell stated that the fees <br />are projected to increase a couple of dollars the first few <br />years following by an annual 5% increase for the term of the <br />bonds. <br /> <br /> Concern was expressed about taking property away from <br />walking trails at Pen Park in order to construct the <br />additional golf holes and the petting zoo and the possibility <br />of using the City owned property adjacent to Pen Park for <br />golf was discussed. <br /> <br /> A discussion was held about the proposed petting zoo <br />at Pen Park. <br /> <br /> <br />
