67 <br /> <br />COUNCIL CHAMBER - July 3, 1989 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Buck, Rev. Edwards, Mr. <br />Towe, Mr. Vandever, Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, the <br /> minutes of the June 14th meeting were unanimously approved as <br />.corrected. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />minutes of the ~June 15th meeting were unanimously approved as <br />presented. <br /> <br /> On motion by Mr. Towe, seconded by Mr. Vandever, the <br />minutes of the June 19th meeting were approved as presented, <br />with Rev. Edwards and Ms. Waters abstaining. <br /> <br />PUBLIC <br /> <br /> There were no matters by the public. <br />STAFF REPORT: COMMUNITY DRUG ISSUES <br /> <br /> Mr. Hendrix presented staff's initial response to the <br />statement presented to CoUncil at the June 5th meeting <br />concerning drugs in the community. Mr. Hendrix recommended <br />the development of a community wide "drug strategy" which <br />would involve the total community. Several of the issues <br />discussed in the statement can be carried out immediately by <br />the City and other issues will require development of <br />long-term solutions. Mr. Hendrix stated that he is prepared <br />to assign responsibility for developing a strategy to an <br />existing City employee, and to employ a full-time person in <br />the future should it be deemed necessary. <br /> <br /> Responding to a question from Rev. Edwards regarding the <br />possibility of using CSO officers to help public housing <br />tenants regarding drugs, Mr. Hendrix stated that he will have <br />a response in two weeks. <br /> <br /> Rev. Hailes stated that the statement concerning the <br />drug issue was a community statement, not a statement from <br />the black community. Rev. Hailes noted concern with delaying <br />action on the matter° <br /> <br /> Ms, Alicia Lugo thanked Mr, Hendrix for his sensitivity <br />to the issue and requested that a person be assigned to <br />develop the drug strategy as soon as possible. <br /> <br /> Mr. George Jordan, a member of the Interfaith Alliance <br />for Youth stated that he would provide City staff with a copy <br />of an:overall drug plan used by another locality. <br /> <br /> Mr. Rheva Williams, member of the Social Development <br />Commission and Interfaith Alliance for Youth, stated that the <br />Commission has recommended that City Council appoint a full- <br />time special advisor and advisory committee to address the <br />drug issue. <br /> <br /> Mr. Vandever questioned how.the various committees, <br />community members, and staff person would coordinate. <br /> <br /> Mr. Hendrix recommended initially assigning an existing <br />staff person with the primary responsibility of putting <br />together a master plan because hiring an additional employee <br />could take several weeks. <br /> <br /> Mr. Towe recommended that the University and Albemarle <br />County be involved in the process as well ~as the Thomas <br />Jefferson Planning District Commission and other surrounding <br /> <br /> <br />
