83 <br /> <br /> COUNCIL CHAMBER - August 7, 1989 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Buck, Rev. Edwards, Mr. <br />Vandever, Ms. Waters. Absent: Mr. Towe. <br /> <br />MINUTES <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />minutes of the July 17th meeting were approved as presented, <br />with Mr. Buck abstaining. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Vandever, seconded by Rev. Edwards, Mr. <br />Drewary Brown was unanimously reappointed to a three-year <br />term on the Charlottesville-Albemarle Regional Jail Board. <br />This term will expire on June 30, 1992. <br /> <br /> On motion by Rev. Edwards, Seconded by Mr. Vandever, Mr. <br />Bruce Baumgartner and Mr. Richard Gibbs were unanimously <br />reappointed to four-year terms on the Highway Safety <br />Commission. These terms will expire on June 30, 1993. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, Ms. <br />Marion Rabinowitz and Mr. Louie Chapman were unanimously <br />reappointed to three-year terms on the Region Ten Community <br />Services Board. These terms will expire on June 30, 1992. <br /> <br /> On motion by Rev. Edwards, Seconded by Mr. Vandever, the <br />following persons were unanimously appointed to the Fifeville <br />Neighborhood Task Force: A. D. Bingler, Rick Brown, Mary <br />Garland, Celestine Harbert, Ethel Henderson, Gerald <br />Sandridge, Craig R. White, and Joetta Wright (residents); and <br />Katherine Alimy and Joe Hale (business owners). <br /> <br />PRESENTATION: PIEDMONT VIRGINIA COMMUNITY COLLEGE PRESIDENT <br /> <br /> Dr. Deborah DiCroce, the new President of Piedmont <br />Virginia Community College was introduced to the Council by <br />Ms. Katherine Slaughter, a member of the PVCC Board. Dr. <br />DiCroce reviewed the services offered by PVCC and her goals, <br />stressing that minority recruitment was a high priority. <br /> <br />REQUEST: WAIVING FEES FOR JAYCEE CIRCUS <br /> <br /> Mr. David Schmidt, representing the Charlottesville- <br />Albemarle Jaycees, requested that CounCil waive fees for the <br />circus which will be sponsored by the Jaycees on September <br />5th, 6th and 7th at Bagby Field. <br /> <br /> On motion by Mr. Buck, seconded by Mr. Vandever, the <br />resolution waiving fees for the Jaycee's Circus was <br />unanimously approved by Council. <br /> <br /> WHEREAS, the Charlottesville=Albemarle Jaycees intend to <br />sponsor a circus in the City of Charlottesville from <br />September 5-7, 1989~ and <br /> <br /> WHEREAS, the Jaycees have requested that the Council of <br />the City of Charlottesville waive certain license tax and <br />other requirements applicable to the circus; and <br /> <br /> WHEREAS, City Council is willing to support this request <br />to the extent set forth below; now, therefore <br /> <br /> BE IT RESOLVED that the following fees and requirements <br />are waived: <br /> <br /> <br />
