108 <br /> <br />PUBLIC <br /> <br /> Mr. Roland Young stated that he has been away from the <br />community for some time and upon his return has been <br />disappointed with the state of the black community. <br /> <br /> On motion by Mr. Towe, seconded by Rev. Edwards, Council <br />voted to meet in executive session to consider appointments <br />to the Monticello Area Community Action Agency Board, to <br />consider acquisition of real estate located adjacent to <br />City-owned property, and to consult with legal counsel. <br />concerning the recent law suit filed against the City by <br />certain Park Street residents and related to the Virginia <br />Power franchise, as authorized by Section 2.1-344(a)(1),(3), <br />and (7) of the Virginia Freedom of Information Act. <br /> <br /> Following the executive session the Council reconvened <br />and, on motion ~by Mr. Vandever, seconded by Rev. Edwards, <br />unanimously certified that (i) only public business matters <br />lawfully exempted from open meeting requirements by Virginia <br />law were discussed in the executive meeting to which this <br />certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening <br />the executive meeting were heard, discussed or considered by <br />the Council. <br /> <br /> The meeting was adjourned. <br /> <br />Pr~ident t Ce~k <br /> <br />COUNCIL CHAMBER - October 2, 1989 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Buck, Rev. Edwards, seconded by Mr. Towe, the <br />minutes of the September 13th meeting were approved as <br />presented, with Mr. Vandever abstaining. <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Towe, the <br />minutes of the September 18th meeting were unanimously <br />approved as presented. <br /> <br />PUBLIC <br /> <br /> Mr. John Deane, a member of the charlottesville- <br />Albemarle Committee for Housing NOW, thanked the Mayor for <br />proclaiming October 7th as Affordable Housing Day. <br /> <br /> Mr. Tim Lindstrom, Director of the Piedmont <br />Environmental Council, presented the City with PEC's <br />community improvement award given because of the'increased <br />number of flowers planted throughout the City, made possible <br />since the Department of Parks and Recreation began growing <br />its own plants in a greenhouse at Pen Park. Ms. Kay Frazier <br />of the Parks and Recreation Department was recognized as <br />responsible for the award. <br /> <br />PUBLIC HEARING: CRITERIA FOR TRUCK RESTRICTIONS <br /> <br /> Ms. Judith Muel~er, Director of Public Works, reviewed <br />the proposed criteria for designating streets as restricted <br />to truck traffic and noted that staff felt that the <br />percentage of truck traffic should be reduced. <br /> <br />The public hearing was opened. <br /> <br /> <br />
