115 <br /> <br />Council unanimously voted t° meet in executive session for <br />the purpose of considering the acquisition or use of real <br />property for public purpose (purchase of property located <br />in or near downtown area) as exempted by Section <br />2.!-344(a)(3) of the Virginia Freedom of Information Act, <br /> <br /> Following the executive session the Council reconvened <br />in open session and, on motion by Mr, Vandever, seconded by <br />Rev. Edwards, unanimously certified that, to the best of each <br />member's knowledge, (i) only public business'matters lawfully <br />exempted from open meeting requirements.by Virginia law were <br />discussed in the executive meeting to which this <br />certification resolution applies, and (ii) only such public <br />bUsiness matters as were identified in the motion~convening <br />the executive meeting were heard, discussed or cOnsidered by <br />the Council. <br /> <br /> The meeting was adjourned. <br />PrUdent , C~ ~ <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, <br />October 9, 1989 AT 7:30 p.m. IN THE Council Chamber. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Work session: Downtown <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />COUNCIL CHAMBER - October 9, 1989 <br /> <br /> Council met in special, seSsion on this date with the <br />following members present: Mr. Buck, Rev. Edwards, Mr. Towe, <br />Mr. Vandever~ Ms. Waters. <br /> <br /> Mro William Atwood, a downtown businessman and <br />coordinator of the Downtown Charrette, gave a slide <br />presentation regarding the Charrette. <br /> <br /> A group of children from the Quest Program from the City <br />Schools presented their recommendations for improving the <br />downtown mall. <br /> <br /> Ms. Kay Slaughter, presented the executive summary of <br />the Charrette which included the following recommendations: <br />Create and support more people oriented activities and <br />institutions; Unify property owners) Use space effectively; <br />Create a visually pleasing, secure environment; Make Downtown <br />Charlottesville accessible and familiar; Establish guidelines <br />for development; Formally promote and market Downtown; and <br />Define public,private cooperation for 'Downtown. <br /> <br />Ms. Kathy Dowd, a downtown businesswoman presented the <br />proposal for reorganization of Downtown Charlottesville, Inc. <br />(DCI). Ms. Dowd stated that the new organization could be <br />called the Charlottesville Downtown Foundation and would be a <br />joint public/private partnership, a private non-profit <br />corporation which would represent both public and private <br />interests and would be open to the entire downtown community. <br /> <br /> Ms. Dowd listed the following.goals for the Foundation: <br />increase retail, residential ,and cUltUral activitieS~ serve <br />as an information clearinghouse; act as an advisory cOmmittee <br />for downtown planning and development~ and offer design, <br />business and financial services. <br /> <br /> <br />
