Edwards, Mr. Towe, <br />Mr. Vandever, Ms. Waters. <br /> <br />WORK SESSION: CSX PROPERTY <br /> <br /> Mr. George Ray, Director of Economic Development, gave a <br />slide presentation of the CSX property and proposed uses. <br /> <br /> Ms. Bonnie Smith, a member of the Charlottesville <br />Industrial Development AUthority (CiDA), reviewed the <br />planning process for the CSX property to date. <br /> <br /> Responding to a question from Mr. Buck, Mr. Ray stated <br />that the section of the CSX property that reverted back to <br />the City reduced the purchase price by $700,000. <br /> <br /> Mr. Ray reviewed the expenditures for the CSX property <br />and the source of the funds and the proposed uses of the <br />property. Single family detached housing has been proposed <br />for the southern side of the railroad tracks, a passive park <br />area on the northeast, light industrial on the middle north- <br />east~ and residential and/or commercial uses, a signature <br />building and parking structure on the remainder of the <br />property. <br /> <br /> Mr. George Gilliam, an attorney representing the City <br />and CIDA regarding the CSX property, requested that Council <br />obligate $283,000 which had previously been granted as a loan <br />to CIDA to apply toward the following expenditures: $75,000 <br />in additional interest, $25,000 in consulting fees, and <br />$183,000 obligated for future costs. <br /> <br /> Mr. Gilliam also requested that Council adopt a strategy <br />for development of the CSX property. Mr. Gilliam explained <br />that two options with which staff would be satisfied were: <br />!) have Mr. Ray negotiate with all interested parties, or' <br />2) advertise for formal proposals. After this step, Mr. <br />Gilliam proposed that staff analyze the proposals received, <br />present the proposals to the CIDA who would then make a <br />recommendation to Council at a~public meeting (perhaps a <br />public hearing). The Council would have the final approval <br />for the projects. <br /> <br /> Ms. Waters stated that Council should focus on the <br />following issues during the work session: revisit the <br />concept for the property; react to the request for obligation <br />of the $283,000; and the recommendations for~ soliciting and <br />reviewing proposals. <br /> <br /> Mr. Buck questioned what the original proposal for the <br /> <br /> <br />
