Edwards, Mr. Towe, <br />Mr. Vandever, Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />minutes of the December 4th meeting were approved as <br />presented, with Mr. Buck absent for the vote. <br /> <br />PUBLIC <br /> <br /> Mr. Edward Strickler, Chairman of the Social Development <br />Commission, stated that the Commission has completed its <br />report on drugs as requested by Council and offered continued <br />assistance by the Commission to address the problem. <br /> <br />PUBLIC HEARING: PURCHASE OF PROPERTY - VIRGINIA DISCOVERY MUSEUM <br /> <br /> Mr. Clyde Gouldman, City Attorney, reviewed the proposal <br />for the City to purchase 524 E. Main Street and lease the <br />property to the Virginia Discovery Museum. <br /> <br /> Ms. Waters noted that the funds which would be used to <br />purchase the property had been set aside in a contingency <br />fund in the Capital Improvement budget by Council following a <br />work session for a project which would encourage cultural <br />activities and would generate additional people to the <br />downtown mall. Ms. Waters stated that the capital budget is <br />separate from the operating budget for the City which is used <br />to fund ongoing programs. <br /> <br />The public hearing was opened. <br /> <br /> Ms. Jackie Pickering of 2240 Brandywine Drive, supported <br />the proposal to purchase the property for the use of the <br />Virginia Discovery Museum. <br /> <br /> Ms. Bonnie Smith, President of the Board of the Downtown <br />Charlottesville Foundation, stated her support of the <br />purchase of the property and noted that it would be an <br />invaluable asset to the Foundation's efforts and would be an <br />investment which would be returned to the City in the future. <br /> <br /> Ms. Wi!ma Moody, a City property owner since 1942 and <br />retired senior citizen, asked what benefits senior citizens <br />received from the revenue sharing agreement with Albemarle <br />County, requested that the City consider a real estate relief <br />program and recommended that action on the proposed property <br />purchase be delayed. <br /> <br /> Ms. Betty Siegner of Sunset Avenue, stated that she <br />supported the proposal to relocate the Museum and felt that <br />the move would help at-risk children and the schools have <br />access to cultural activities. <br /> <br /> Mr. Gib Akin of 501 Park Hill and a member of the <br />Planning Commission, stated that he felt the proposal to <br />relocate the Museum was a timely and wise decision and a <br /> <br /> <br />
