'167 There were no matters by the public. OTHER BUSINESS On motion by Mr. Vandever, seconded by Rev. Edwards, Council unanimously voted to meet in executive session to consider the acquisition or use of real property for public purpose, or the disposition of publicly held property, as authorized by Section 2.1-344(a)(3) of the Virginia Freedom of Information Act, and more specifically described as acquisition, use or disposition of properties located in the central city area. Council reconvened in open session and on motion by Rev. Edwards, seconded by Mr. Vandever, unanimously certified that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resOlutioh applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. BY ORDER OF THE MAYOR BY Jeanne Cox (signed) BASEMENT CONFERENCE ROOM - January 8, 1990 Council met in special session on this date with the following members present: Mr. Buck, Rev. Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. Ms. Waters explained that the question before Council at this time is what official steps should be taken with regard to the recommendations of the Drug Task Force report. Mr. Louie Chapman, Assistant City Manager, reviewed the major recommendations of the Drug Task Force. Mr. Gary O'Connell, Deputy City Manager, presented a preliminary overview of the FY 1990-01 operating budget and explained that if Council agrees to fund all of the recommendations of the Drug Task Force, no funds will be available for any additional new programs. Ms. Waters noted that the' Solid Waste Task Force has made recommendations which will require funding by the Council. Police Chief Bowen explained that the additional police officers recommended by the Drug Task Force are proposed to have a high profile and visibility in the neighborhoods most
