170 NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Friday, January 12, 1990 AT 11:30 a,m. IN THE 7th Street entrance to City Hall - meeting trolley. THE PROPOSED AGENDA IS AS FOLLOWS: Tour of the CSX property BY ORDER OF THE MAYOR BY Jeanne Cox (signed) TROLLEY - 7TH STREET - January 12, 1990 Council met in special session on this date with the following members present: Mr. Buck, Rev. Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. Council toured the following areas with members of the Urban Design Committee and Charlottesville Industrial Development Authority: site for planned Water Street parking garage, CSX property, and the Carlton Business Park. Mr. George Ray, Director of Economic Development and Mr. Tom Hickman of Aliant Corp., reviewed the building plans for the three proposed residential sites on the CSX property. ~~~~'The-meeting~~_was adjourned.. ~ J ~ Pre,dent ~rk COUNCIL CHAMBER - January 16, 1990 Council met in regular session on this date with the following members present: Mr. Buck, Rev. Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. .~LA~.~ ..... ~ MINUTES On motion by Mr. Towe, seconded by Ms. Waters, the minutes of the December 19th meeting were approved as presented, with Rev. Edwards and Mr. Vandever abstaining and Mr. Buck absent for the vote. On motion by Rev. Edwards, seconded by Mr. Vandever, the minutes of the January 2nd meeting were approved as presented, with Mr. Buck absent for the vote. PUBLIC There were no matters by the public. PUBLIC HEARING: PROPOSED CHARTER CHANGE - CHANGE IN HOUSING AUTHORITY MEMBERSHIP Mr. Clyde Gouldman, City Attorney, explained that the public hearing on this item and the next item were legally required prior to requesting a charter change from the General Assembly. Mr. Gouldman explained that this change would give the Council the option t© expand the Housing Authority to seven members and to change the composition of the membership. The public hearing was opened. Ms Charlotte Sherman ~ 408 East Market Street~and~ ~ President of the Federation of Neighborhood Associations, supported the proposed charter change.
