'Edwards, Mr. Towe, <br />Mr. Vandever, Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion'by Mr. Towe, seconded by Rev. Edwards, the <br />minutes of the January 8th meeting were approved as <br />presented, with Mr. Buck absent for the vote. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, the <br />minutes of the January 10th meeting were approved as <br />presented, with Mr. Vandever abstaining and Mr. Buck absent <br />for the vote. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, the <br />minutes of the January 12th meeting were approved as <br />presented, with Mr. Buck absent for the vote. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, the <br />minutes of the January 16th meeting were approved as <br />presented~ with Mr. Buck absent for the vote. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />minutes of the January 22nd meeting were approved as <br />presented, with Mr. Buck absent for the vote. <br /> <br />PUBLIC <br /> <br /> Mr. Bill Atwood commended the Drug Task Force for their <br />efforts and recommended that a private sector campaign be <br />launched to encourage ideas, energy and input for rewarding <br />positive activities of youth outside of school. Mr. Atwood <br />also recommended that the University of Virginia participate <br />by providing tickets to athletic and arts events and <br />providing space for activities. Mr. Atwood added that he <br />would return to Council with additional information on the <br />recommendation. <br /> <br />PRESENTATION: PROCLAIMING FEBRUARY AS BLACK HISTORY MONTH <br /> <br /> Ms. Waters read a proclamation proclaiming February as <br /> Black History Month. <br /> <br />PUBLIC HEARING: AUTHORIZING ISSUANCE OF $7 MILLION BOND <br /> <br /> Ms. Rita Scott, Director of Finance, stated that the <br />bonds would be used to finance projects previously approved <br />by Council in the Five Year Capital Improvement Program. <br /> <br />The public hearing was opened. <br /> <br /> As there were no speakers, the public hearing was <br />closed. <br /> <br /> Responding to a question from Mr. Towe, Ms. Scott <br />explained that the bonds would be used to reimburse the <br />capital improvement budget for projects including the <br />renovations at Clark and Venable Elementary Schools and <br />McIntire Park and construction of the City Hall Annex as well <br />as renovations made necessary due to the pairing of the <br />middle schools. <br /> <br /> <br />
