Edwards, Mr. Towe, <br />Mr. Vandever, Ms. Waters. <br /> <br /> Rev. Edwards made the following budget proposal: reduce <br />the real estate tax rate by three cents; redUce the personal <br />property tax rate by five cents; and do not implement a <br />cigarette tax. Rev. Edwards proposed that these tax rate <br />reductions be made by reducing the capital budget by $300,000 <br />and eliminating several new, vacant and administrative <br />positions for a savings of approximately $253,000. Rev. <br />Edwards noted that after discussing this proposal with the <br />City Manager, he was willing to modify his recommendation by <br />eliminating only a tax clerk in the Commissioner of <br />Revenue's office, the graduate student intern positions, the <br />anti-drug evaluation, and'additional United Way Child Care <br />scholarships in addition to the reductions in the capital <br />budget previously discussed. <br /> <br /> Mr. Vandever asked why the position of systems analyst <br />supervisor should not be eliminated and Mr. Hendrix replied <br />that this position was staffed by one of Information <br />Services' most senior personnel who not only supervises but is <br />involved in writing the program for pro-ration and is <br />responsible for a full load of computer programs. <br /> <br /> Mr. Buck stated that he did nOt think there was any <br />justification to cut this position. <br /> <br /> Mr. Vandever stated that he was willing to withdraw the <br />recommendation to cut this position. <br /> <br /> Mr Hendrix stated that the staff has reviewed the tax <br />clerk position and while the Commissioner of Revenue feels <br />that the position is needed, staff believe that with the <br />support of the Department of Information Services thiS <br />position could be eliminated. Mr. Hendrix stated that staff <br />felt the Social Planner position was more essential than the <br />interns, Mr. Hendrix explained that the intern program began <br />18 years ago with the University's School of Public <br />Administration as the City's effort to support professional <br />administrators.
