Edwards, the <br />minutes of the March 20th meeting were approved as presented, <br />with Mr. Buck absent for the vote. <br /> <br />PUBLIC <br /> <br /> Ms. Brianna Edwards of 614 Beechwood Drive and a Quest <br />student at Burnley Moran Elementary School, stated that the <br />Quest students have raised $38 to help homeless persons in <br />the community. <br /> <br /> Ms~ Stephanie-Graham, a Quest student at Burnley Moran <br />School, asked the Mayor to explain what the City is currently <br />doing to help homeless people and what additional plans the <br />City has to help the homeless. Ms. Waters stated that she <br />would reply to the questions in a letter. <br /> <br /> Captain Hevener of the Monticello National Guard, <br />thanked the-Mayor for proclaiming the first week in April <br />Monticello Guard Support Week. <br /> <br />PRESENTATION: RECOGNITION OF 11 YEARS AND UNDER PARKS AND <br />RECREATION AAU ALLSTAR BASKETBALL TEAM <br /> <br /> Ms. Waters recognized the members of the 11 Years and <br /> Under Parks and Recreation AAU Allstar Basketball Team and <br /> congratulated them on their outstanding season. <br /> <br />PUBLIC HEARING: CITY MANAGER'S PROPOSED FY 90-91 BUDGET <br /> <br /> Mr. Hendrix reviewed the changes to the budget as <br /> proposed by Council at budget work sessions. <br /> <br />The public hearing was opened. <br /> <br /> Mr. Jim Boggs, President of the Charlottesville <br />Professional Firefighter's Association, stated that a survey <br />of .firefighter salaries had been conducted and showed that <br />the City's salaries are 11% behind the market. Mr. Boggs <br />stated that the proposed pay plan will offer little means for <br />advancement in the Fire Department. <br /> <br /> Mr. Hendrix summarized the pay proposal and added that <br />staff will address master police and fire issues in the next <br />year, adding that funds are not available at this time to <br />implement such a program..~ <br /> <br /> Mr. Steve Grissom, President of the Professional Police <br />Officer's Association, stated that the Association supports <br />the City Manager's original pay proposed, noting that police <br />officers in the City Police Department are paid below the <br />national average. <br /> <br /> Ms. Waters stated that Council was concerned with the <br />impact a 7% increase, as previously proposed by the City <br />Manager, could have on FY 91-92 budget. <br /> <br /> Mrs. Susie Ehinger, a City resident, supported funding <br />for the Literacy Volunteers of America. <br /> <br /> Ms. Andrea Trank, President of Charlottesville- <br />Albemarle Recycle Together (CART), commended the thorough <br />analysis of the recommendations of the Solid Waste Task Force <br />by Council and staff and supported funding for the recycling <br />education coordinator and pilot recycling program. Ms. Trank <br />recommended that the Council quickly work towards setting up <br />the Solid Waste Authority. Ms. Trank noted concern that no <br />funds had been budgeted for a materials recycling facility <br />(MRF) in the proposed budget. <br /> <br /> <br />
