244 <br /> <br /> On motion by Mr. Towe, seconded by Mr. Vandever, the <br />minutes of the April 10th meeting were approved as presented, <br />with Rev. Edwards absent for the vote. <br /> <br />PUBLIC <br /> <br /> There were no matters bY the public. <br /> <br />PUBLIC HEARING: ONE-WAYING GROVE, KING AND 6TH STREETS IN <br />FIFEVILLE NEIGHBORHOOD <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that the <br />recommendation to one-way narrow streets in the Fifeville <br />neighborhood came as a result of neighborhood meetings and <br />noted that a majority of neighborhood residents signed a <br />petition in favor of one-waying the streets. <br /> <br />The public hearing was opened. <br /> <br /> Mr. Cecil Marshall of 918 King Street stated that <br />one-waying the streets was a silly idea and would be <br />dangerous in winter weather because of the hill on King <br />Street. <br /> <br /> As there were no other speakers, the public hearing was <br />closed. <br /> <br /> Responding to a question from Mr. Vandever, Mr. <br />Satyendra Huja, Director of Community Development, stated <br />that the Fifeville Neighborhood Task Force recommended <br />one-waying because of the narrowness of the streets and <br />because part of the streets are already one-way. <br /> <br /> Mr. Towe made a motion to approve one-waying of Grove, <br />King and 6th Streets and Mr. Buck seconded the motion. <br /> <br /> Responding to a question from Mr. Buck, Ms. Judith <br />Mueller, Director of Public Works, stated that the streets <br />could be made one-way as soon as signs are erected. Ms. <br />Mueller added that the traffic engineer will look into. the <br />question raised about the safety of the hill on King Street <br />during snowy weather. <br /> <br /> Mr. Clyde Gouldman, City Attorney, noted that the City <br />Manager has the authority to approve one-waying of streets, <br />but the matter was before Council because the neighborhood <br />had been informed that a public hearing would be held on the <br />matter. <br /> <br /> The proposal to one-way Grove, King and 6th Streets in <br />the Fifeville neighborhood was approved by the following <br />vote. Ayes: Mr. Buck, Mr. Towe, Mr. Vandever, Ms. Waters. <br />Noes: None. Absent for the vote: Rev. Edwards. <br /> <br />PUBLIC HEARING: SOLID WASTE RECOMMENDATIONS <br /> <br /> Mr. O'Connell stated that the public hearing was being <br />held to hear public comments on the Solid Waste Task Force <br />recommendations and staff follow-up, including the following: <br />tip fee program; creation of new Authority; creation of <br />Office of Recycling; pilot recycling program, with full scale <br />program to be implemented in two years~ non-regulated inert <br />landfill~ purchase of additional landfill space~ hazardous <br />waste collection program~ adoption of long-term waste <br />management plan. Mr. O'Connell explained that the recycling <br />education program, woodchipping operation,-hazardous waste <br />collection program, and pilot recycling program were <br />scheduled to begin July 1. <br /> <br /> The public hearing was opened~ <br /> <br /> Mr. David Teague, representing Earth First, stated that <br />his organization originally intended to propose that the City <br /> <br /> <br />
