252 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Thursday, <br />May 3, 1990 AT 7:30 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Work session with Planning Commission - Discussion of <br />goals and objectives <br /> <br />BY ORDER OF THE ~YOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - May 3, 1990 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Buck, Rev. Edwards, Mr. Towe, <br />Ms. Waters. Absent: Mr. Vandever. <br /> <br /> Mr. Don Sours, Chairman of the Planning Commission, <br />stated that he would like to hear what Council members felt <br />the Planning Commission can do to help in the next year. <br /> <br /> The zoning changes recommended in the Comprehensive Plan <br />were discussed and Mr. Don Sours, Chairman of the Planning <br />Commission, stated that he felt the Council and Planning <br />Commission will be faced with controversy when the zoning <br />changes are actually implemented. <br /> <br /> Mr. Ron Higgins, Planner in the ~epartment of Community <br />Development, stated that staff are in the process of <br />developing draft ordinances and maps. <br /> <br /> Mr. David Toscano, Council member elect, questioned <br />whether a timetable had been developed for approving the <br />zoning ordinances° <br /> <br /> Ms. Waters suggested that consideration of the <br />ordinances be delayed until September if they are not <br />presented to the Planning Commission and Council by July. <br /> <br /> Mr. Sours stated that he did not think the zoning <br />ordinance changes could be finalized prior ~o the end of the <br />year. <br /> <br /> The expansion of the University of Virginia was <br />discussed and Ms. Waters stated that the Board of Visitors <br />had indicated its commitment not to expand without adequate <br />housing and other facilities. Ms. Waters stated that she <br />felt the City's early involvement in University matters and <br />involvement in the University's system apart from the <br />Planning and Coordinating Council (PACC) are important in <br />influencing decisions made by the University. <br /> <br /> Mr. Hendrix stated that the University is conducting a <br />study of the economic impact of the University on the <br />community and a City staff member is sitting on the <br />committee involved in the study. Mr. Hendrix stated that the <br />City has stressed the importance of including the cost of <br />the University to the local community as part of the study. <br /> <br /> In discussing the Route 29 North issue, Ms. Waters <br />stated that the results of the study are expected in late <br />May, with public hearings to be held in June. Ms. Waters <br />explained that the study of the proposed Ivy Creek Parkway <br />showed that the road would handle traffic similar to that <br />proposed for the close-in western bypass, with the benefits <br />being that it would be less far west and would have less <br />impact on the watershed. Ms. Waters noted that the proposed <br />Ivy Creek Parkway will not be addressed in the consultant's <br />study. <br /> <br /> Mr. Gib Akin, Planning Commission member, stated that he <br />felt there is no one road solution to traffic problems and <br /> <br /> <br />
