285 <br /> <br />COUNCIL CHAMBER - June 18, 1990 <br /> <br /> Council met in regUlar session on this date with the <br />following members present: Mr. Buck, Rev. Edwards, Mr. Towe, <br />Mr. Vandever, Ms. Waters <br /> <br />MINUTES <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, the <br />minutes of the June 4th meeting were unanimously approved <br />as presented. <br /> <br />PUBLIC <br /> <br /> Mr. Tod Merkel, representing the Sierra Club, presented <br />Council with a report the Sierra Club had commissioned which <br />confirmed the existence of non-tidal wetlands at Pen Park in <br />the area scheduled for the golf course expansion. Mr. <br />Merkel also expressed concern that the fertilizers and <br />chemicals used on the golf course could pose a threat to the <br />wetlands and the river. <br /> <br /> Ms. Waters noted that Council had recently reaffirmed <br />its support of expanding the golf course, and added that the <br />City will adhere to the regulations regarding non-tidal <br />wetlands. <br /> <br /> Mr. William Atwood thanked Mr. Towe and Mr. Buck for <br />their service to the community and thanked the City's <br />representatives on the Joint Transportation Committee for <br />their efforts regarding Route 29 North. Mr. Atwood stated <br />that he was sorry Albemarle County had taken a position on <br />Route 29 at this time and-urged the Council to asked the <br />Virginia Department of Transportation to delay the process or <br />continue the public hearing for 45 days. Mr. Atwood, on <br />behalf of the Charlottesville Downtown Foundation, offered to <br />co-sponsor with the City, a work session or charrette on the <br />Route 29 North issue which would involve citizens from the <br />community. <br /> <br /> Ms. Waters stated that the Transportation Committee had <br />requested that the Department of Transportation delay the <br />hearing period for 45 days and added that the City <br />representatives did not feel that sufficient information had <br />been made available on-which to make a decision. <br /> <br /> Mr. Buck clarified that the City was requesting that <br />supporting data be provided, not that the matter be further <br />studied. <br /> <br /> Mr. David Nelson thanked Mr. Buck for his helpful and <br />thoughtful leadership during his term on Council. <br /> <br /> On motion by Mr. Buck, seconded by Mr. Towe, a <br />resolution expressing appreciation to Robert O'Neil, outgoing <br />President of the University of Virginia, was unanimously <br />approved by Council. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Buck, a <br />resolution recognizing Darden Towe for his four years of <br />service to the City was approved by Council, with Mr. Towe <br />abstainin~g. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, a <br />resolution recognizing Frank Buck for his twelve years on <br />City'Council was approved by Council, with Mr. Buck <br />abstaining. <br /> <br /> Ms. Waters stated that she felt Mr. Buck had made <br />extraordinary contributions to the community. <br /> <br /> Mr. Buck thanked all Councilors who had served with him <br />during his twelve years and all City staff for their support <br /> <br /> <br />
