128 On motion by Mr. Toscano, seconded by Ms. Slaughter, Council voted to meet in executive session as authorized by Section 2.1-344(a)(1) of the Virginia Freedom of Information Act for the purpose of discussion of personnel matters by the following vote. Ayes: Rev. Edwards, Ms. Slaughter, Mr. Toscano, Ms. Waters. Noes: Mr. Vandever. Council reconvened in open session and, on motion by Rev. Edwards, seconded by Mr. Toscano, unanimously voted to certify that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. ~T_~/~ng wa~ adjourned. President COUNCIL CHAMBER - February 4, 1991 Council met in regular session on this date with the following members present: Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters. MINUTES On motion by Ms. Waters, seconded by Mr. Vandever, the minutes of the January 22nd meeting were unanimously approved as presented. PUBLIC Dr. Joseph Mooney of 201 Sunset Avenue, expressed concern with the school budget proposed by the Superintendent in the following areas: 1) reduction of guidanCe counselors at the elementary schools and 2) no salary increases proposed for teachers. Dr. Mooney stated that he felt it was important for the City Schools be to able to compete with salaries offered by Albemarle County. Ms. Nancy Daemon of 2407 Jefferson Park Avenue, also expressed concern about the school budget, and stated that she felt consideration may need to be given to raising taxes in order to adequately fund the schools. STAFF REPORT: BUDGET SCHEDULE Dates were set for public hearings and work sessions on the budget for 1991-92. Ms. Slaughter suggested that Council consider exploring alternative ways to involve the public in discussions regarding solid waste and school funding and it was agreed that staff and Ms. Slaughter would look into the possibilities. APPROPRIATION: (2nd reading) $168,984.95 - CARRYOVER FUNDS FOR CITY SCHOOLS The $168,984.95 appropriation of carryover funds for the City Schools which was offered at the January 22nd meeting was approved by the following vote. Ayes: Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters. Noes: None.
