Council reconvened in open session and, on motion by Ms. Waters, seconded by Ms. Slaughter, unanimously certified, that to the best of member's knowledge, :~(i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such pUblic business matters as Were identified in the motion convening the executive meeting were heard, discuSsed or considered by the Council. THE PROPOSED AGENDA IS AS FOLLOWS: Luncheon Meeting with School Board Presentation of Superintendent's Proposed Budget BY ORDER OF THE MAYOR BY Jeanne Cox (signed) BASEMENT CONFERENCE ROOM - February 13, 1991 Council met in Special session on this date with'the following members present: Rev. Edwards, Ms. Slaughter, Mr. Toscano, Ms. Waters. Absent: Mr. Vandever. Dr. Joseph McGeehan, Superintendent of Schools, presented his proposed budget for fiscal year 1991-92. Dr. McGeehan stated that he anticipates a $593,444 increase from the City, a State reduction of $828,866, and a $660,000 increase in costs. Dr. McGeehan stated that if the County approves less funding for the Charlottesville-Albemarle Technical Education Center than the City Schools, then the City's contribution would decrease accordingly and that amount would be available for other use. Dr. McGeehan reviewed the list of proposed reductions in staff. Dr. McGeehan stated that even with the proposed reductions the system will exceed State mandates. Ms. Slaughter expressed concern about the proposal to privatize janitorial services, especially the effect on future salaries of these employees. Ms. Waters expressed concern about the reduction proposed in teacher incentives and Dr. McGeehan replied that it was his intention to reduce the incentives for one year only. Mr. Vandever noted that there has been an 1~ teacher increase and a 10% decline in student population. Responding to Mr. Vandever, Mr. Herb C°ttrill, Assistant Superintendent of Schools, Stated that most of the increase in teacher positions was due to special education requirements.
