EdwardS, Ms. Slaughter, Mr. <br /> Toscano, Mr. Vandever, Absent: Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Vandever, the <br /> minutes of the February 4th meeting were unanimously approved <br /> as presented. <br /> <br />PUBLIC <br /> <br /> Mr. Charles Moore of 303 Farm Lane complained that not <br />all City residents receive the same City services such as <br />City crews cleaning debris and cutting grass and weeds on <br />some private property, especially those residents who do not <br />live on paved streets. Mr. MoOre stated that he felt <br />property assessments are too high, he opposed the proposed 75 <br />cent fee per bag for trash collection, and felt the City <br />Council should deny the franchise to Adelphia Cable. <br /> <br />PRESENTATION: <br /> <br />CONVERSION <br /> <br />CHARLOTTESVILLE/ALBEMARLE TASK FORCE ON ECONOMIC <br /> <br /> Mr. Jay Worrall explained that a local task force had <br />formed~to study the effect of decreased military spending on <br />the Charlottesville/Albemarle area. <br /> <br /> Mr. Herbert Tucker presented the report of the Task <br />Force, noting that $100 million comes into the local economy <br />which is defense related. <br /> <br /> Mr. Toscano raised the following questions: what kinds <br />of workers would be helPed and where do they live; what <br />percentage of federal taxes which go to the Pentagon are <br />returned to the locality; what is the fUture impact on the <br />Foreign Science and Technology Center (FSTC); what companies <br />are prOvided start-up capital bY the Pentagon and what will <br />the long-term impact be on them? <br /> <br /> Mr. Tucker stated that he would need to provide some <br />answers at a later date, but workers in the City and <br />Albemarle County will be affected, FSTC'envisions an <br />expansion rather than a reduction, and an example of a <br />company provided with start-up capital is a computer software <br />company. <br /> <br /> Mr. Toscano stated that it was his understanding that <br />military spending creates fewer jobS per dollar than any <br />other money spent by the federal government. <br /> <br /> Responding to a question from Mr. Vandever, Mr. Tucker <br />stated that it is recommended that local banks be apProached <br />to provide venture capital. <br /> <br /> Ms. S!aughter stated that Council had discussed the <br />Charlottesville Indu.strial Development Authority taking on a <br />greater role in local economic development efforts, and <br />perhaps functioning as an.economic development comlmission, <br />and suggested that the Economic Conversion Study be <br /> <br /> <br />
