144 <br /> <br /> Mr. Darden Towe of 607 Davis Avenue, requested Council's <br />endorsement of a resolution supporting the U. S. armed forces <br />in Saudi Arabia and praising President Bush for his actions <br />and success. <br /> <br /> Ms. Slaughter stated that she would prefer to focus more <br />on support for the men and women serving in the Persian Gulf, <br />especially those from Charlottesville, rather than on <br />President Bush, noting that she felt the President did what <br />he had to do and coming to war was in part a failure on past <br />administrations. <br /> <br /> Mr. Toscano made a motion to approve the resolution with <br />the changes recommended by Ms. Slaughter. <br /> <br /> Mr. Vandever suggested that the resolution be amended to <br />express hope for a safe and early return of the troops <br /> <br /> Ms. Slaughter suggested adding sympathy for those who <br />will not return. <br /> <br />Mr. Vandever seconded Mr. Toscano's mOtion, as amended. <br /> <br /> Ms. Waters stated that it would be her preference to <br />only include the final resolve paragraph supporting the <br />troops. <br /> <br /> Mr. Toscano agreed to amend his motion to reflect Ms. <br />Water's suggestion, and noted that while he felt Saddam <br />Hussein's actions have been ruthless, the United States has <br />not been fault free in the region and has provided aid to <br />Saddam in the past. <br /> <br />Mr. Vandever agreed to amend the motion. <br /> <br /> The resolution supporting the men and women serving in <br />the Persian Gulf, as amended, was unanimously approved by <br />Council. <br /> <br /> BE IT HEREBY RESOLVED, that the Council of the City of <br />Charlottesville recognizes and praises the men and women of <br />the United States Armed Forces for their service in the <br />Persian Gulf, particularly those from the Charlottesville <br />area, who succeeded in achieving their objectives and <br />conducted themselves in an extraordinarily professional <br />manner, and expresses hope for their safe and early return <br />home; <br /> <br /> BE IT FURTHER RESOLVED, that the Council expresses <br />sympathy for those men and women who died in the conflict in <br />the Persian Gulf. <br /> <br /> Ms. Diane Price, a government teacher at Charlottesville <br />High School, introduced students who will be participating in <br />the upcoming Senior Government Day on April 15th. <br /> <br />PRESENTATION: CITY MANAGER'S PROPOSED FY 91-92 BUDGET <br /> <br /> Mr. Hendrix presented the following highlights of the <br />proposed budget: no tax rate increase; a new volume-based <br />user fee for residential and commercial refuse collection to <br />cover increased disposal costs and an expanded recycling <br />program; a city-wide residential curbside recycling program; <br />a 3% increase in funding for the City schools; no salary <br />increases for City employees; reduction in the City workforce <br />by 53 positions (23 transfers to the Landfill and 30 <br />permanent reductions in City staff); and program reductions <br />of $854,954. Mr. Hendrix~stated that he proposed to continue <br />downsizing in future years, with a goal of a reduction of a <br />total of 80 positions, or approximately 10%of the .workforce. <br />Mr. Hendrix stated that he was amending his original proposal <br />to include a one-time payment to City employees, excluding <br /> <br /> <br />
