165 <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, the <br />minutes of the March llth meeting were unanimously approved <br />as presented. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Toscano, the <br />minutes of the March 14th meeting were unanimously approved <br />as presented. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Toscano, the <br />minutes of the March 18th meeting were unanimously approved <br />as presented. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Vandever, <br />the minutes of the March 19th meeting were unanimously <br />approved as presented. <br /> <br />PUBLIC <br /> <br /> Mr. Steve Stern of 1204 Holmes Avenue, expressed concern <br />about what he understood to be the phasing out of housing <br />vouchers for persons with disabilities. <br /> <br /> Ms. Slaughter stated that the Housing Authority had <br />discussed the matter and it was her understanding that the <br />program was not being phased out. <br /> <br /> It was agreed that staff would discuss the matter <br />further with Mr. Stern. <br /> <br /> Ms. Louise Fechner of Meadowbrook Heights Road, stated <br />that it was not in the best interest of the citizens to <br />repave Meadowbrook Heights Road for both financial and health <br />reasons. Ms. Fechner added that the repaving would result in <br />the road being elevated above existing sidewalks and <br />driveways. <br /> <br /> Mr. Chip King of Highland Avenue, stated that the <br />residents of the toP half of Highland Avenue favored changing <br />the zoning to R-lA as has been recommended for the bottom <br />half of the street. <br /> <br />PUBLIC HEARING: CITY MANAGER'S PROPOSED FY 91-92 BUDGET <br /> <br /> Rev. Edwards read a statement describing the major <br />changes in the budget proposed by Council, including the <br />following: an additional $500,000 savings from accelerated <br />downsizing~ a $48,000 reduction in the Information Services <br />budget; funding of the $1.3 million in solid waste costs (a <br />fee for commercial container service generating approximately <br />$165,000; reduced cost and increased revenue for citywide <br />curbside recycling - $71,650~ reduce residential trash <br />collection to once a week - $50,000; and reallocation of <br />$600,000 in capital improvement funds); and increased funding <br />for JAUNT, MACAA, day care scholarships, Offender Aid and <br />Restoration and Piedmont Council of the Arts. <br /> <br />The public hearing was opened. <br /> <br /> Ms. Angela Glomm, representing Charlottesville- <br />Albemarle Recycling Together (CART) made the following <br />comments: 1) supported pay by the bag system for trash <br />collection which would provide a strong incentive to <br />recycle and would fund the new costs; 2) supported including <br />newspapers in curbside recycling; 3) applauded the addition <br />of a pilot commercial recycling program; 4) encouraged <br />efforts to increase regional cooperation; and 5) supported <br />the citywide recycling program, but recommended that the <br />efficiency of the current method of sorting at the curb be <br />evaluated. <br /> <br /> Ms. Lisa Jarrell of 1106 E. High Street, speaking on <br />behalf of Donna Fisher, supported full funding of JAUNT's <br /> <br /> <br />
