Edwards, Mr. Toscano, Mr. <br /> Vandever, Ms. Waters. Absent: Ms. Slaughter. <br /> <br />MINUTES <br /> <br /> On mOtion by Ms.'Waters, seconded by Mr. Vandever, the <br />minutes of the July 29th meeting were unanimously approved as <br />amended. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Vandever, the <br /> minutes of the August 5th meeting were approved as presented, <br /> with Rev. Edwards abstaining. <br /> <br />PUBLIC <br /> <br /> There were no matters by the public. <br /> <br />STAFF REPORT: AWARD OF CURBSIDE RECYCLING BIDS <br /> <br /> Ms. Mary Ingels, Assistant Director of Public Works, ' <br /> stated that bids had been solicited and two were received to <br /> provide curbside recycling. Ms. Ingels stated that American <br /> Refuse Systems was awarded the bid on the basis of cost, <br /> experience and their public education record. Glass, PlaStic <br /> beverage containers, metal and aluminum and newspapers will <br /> be collected for a cost of $361,000~for twelve months. Ms. <br /> Ingels continued that recycling for apartments will be phased <br /> in, with all apartments expected to be included by June 30, <br /> 1992. The plan and exact cost for apartment recycling will <br /> be brought back to Council for final approval. <br /> <br />STAFF REPORT: CURBSIDE REFUSE COLLECTION FEES <br /> <br /> Ms. Ingels stated that a decision needs to be made by <br />Council on how to fund next year's trash collection and <br />disposal costs by mid-November, as the increased cost was <br />paid with one-time money in the current.budget. Ms. Ingels <br />requested that Council provide staff with feedback on the <br />direction staff should take with regard to fees and how to <br />involve the public~ <br /> <br /> Responding to questions from Mr. Toscano, Ms. Ingels <br />stated that sOlid waste expenses increased approximately $1.2 <br />million over the previous year, which included the cost of <br />citywide recycling, and added that the landfill fees and the <br />cost of r ~ ' <br /> e~ycllng are likely to increase next year. <br /> <br /> Mr. Toscano questioned whether staff had rejected a <br />combination of volume based fees and pay by the bag or <br />sticker system and Mso Inaels replied that this combination <br /> emalne~ an option. <br /> <br /> Mr. Toscano questioned the need for the sanitation <br /> inspector and Ms u~l~h Mueller~ Director of Public Works, <br /> stated that an inspector position is currently targeted to be <br /> l~minacea~ but this position would probably need to be <br />reinstituted ~for the new system. <br /> <br /> Mr. Toscano stated that he hoped that equitable fees <br />would be developed for dumpster and curbside collection. <br /> <br /> Ms. Waters stated that she would like to further <br />investigate only partially funding the system with stickers, <br />or whatever is finally decided upon. Ms. Waters questioned <br />whether it would be possible to allow people to use one <br />container of their choice and then charging for anything <br />e×tra~ <br /> <br /> Ms. Ingels stated that she thought there would be major <br />problems~ especially in areas of dense population, with <br /> <br /> <br />
