280 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Sunday, <br />September 8 at 12:30 pom. and Monday, September 9 at 9:00 <br />a.m. AT Graves Mountain Lodge, Syria, Virginia. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Annual Council Retreat <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> <br /> GRAVES MOUNTAIN LODGE - September 8 and 9, 1991 <br /> <br /> Council;met in special session on this date with the <br />following members present: Rev. Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever, Ms. Waters. <br /> <br />REVIEW OF PAST YEAR <br /> <br /> Accomplishments of the previous year and ways to inform <br />the public about such efforts were discussed. Council asked <br />staff to explore and present options for ways to publicize <br />the City's accomplishment, including expanding "City Notes," <br />inserts in the local newspapers, and direct citizen contact. <br /> <br />BUDGET - FY 92-93 <br /> <br />Revenue Forecast <br /> <br /> Ms. Linda Peacock, Budget Administrator, explained that <br />revenues are down and less than a 6% increase is anticipated <br />in the previous year, with no carryover funds expected at <br />year's end. <br /> <br />Fundinq for.Schools <br /> <br /> Mr. Hendrix stated that he felt the financing of public <br />schools was the most important issue faCing cities and <br />explained that many cities in Virginia want a redistribution <br />of funds which could result in Charlottesville Schools <br />receiving less. Mr. Hendrix noted that the City of <br />Charlottesville pays for two thirds of the cost of education, <br />with the State paying one third and suggested that Council <br />may want to band together with other cities to lobby the <br />State Legislature for additional funds. Mr. Hendrix <br />expressed concern that the State might provide additional <br />funding to those localities who do not tax themselves at a <br />high enough level to adequately fund'their schools and.could <br />effectively penalize those localities which do. <br /> <br /> Mr. Toscano stated that one issue will be what kind of <br />new taxes could pay for the increases, State income versus <br />property taxes. <br /> <br /> Mr. Hendrix stated that-he will.be sitting down with the <br />School-Superintendent to work to find ways~the City and <br />school, s ~can work together to save money. <br /> <br /> Rev. Edwards stated that he would be interested in <br />seeing how the schools would downsize if they needed to, <br />but added that he was not advocating for this at the present <br />time. <br /> <br /> Mr. Vandever stated that it was his perception that the <br />schools have too many administrators and he does not accept <br />the argument that all the school's increased costs are <br />special education oriented. · ~ <br /> <br /> Mr. Toscano stated that the schools may need to conSider <br />increasing class size in order to raise teacher salaries to <br />remain competitive. <br /> <br /> <br />
