293 Mr. Hendrix explained that Council had previously authorized staff to purchase the lot on Grove Street to put in a sewer line and now that the work is complete the adjacent property owner has indicated an interest in purchasing the lot and adding it to his property. Mr. Hendrix stated that staff recommend that the property be sold. On motion by Mr. Toscano, seconded by Mr. Vandever, the ordinance entitled "AN ORDINANCE TO AUTHORIZE THE cONVEYANCE OF A PARCEL OF LAND LOCATED ON GROVE STREET TO W. GREGORY BULL" was offered and carried over to the next meeting for consideration. PUBLIC There were no matters by the public. OTHER BUSINESS Ms. Slaughter requested that staff contact residents of Orangedale and let them know the status of drainage improvements. Ms. Waters noted that Council has not yet scheduled a work session to discuss drainage. Mr. Hendrix stated that the first phase of drainage improvements in Orangedale are out to bid and added that he would have staff contact Orangedale residents about the status of the next phase of improvements. On motion by Ms. Waters, seconded by Ms. Slaughter, Council unanimously voted to meet in executive session to discuss the acquisition or,use of real property for public purpose, or the disposition of publicly held property, as authorized by Section 2.!-344(a)(3) of the Virginia Freedom of Information Act, more specifically described as the former CSX property in the downtown area and property located on 5th Street, S.W. Council reconvened in open session and, on motion by Rev. Edwards, seConded by Mr. Vandever, unanimously certified that, to the best of each member's knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council.
