Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever, Ms. Waters. <br /> <br />APPROPRIATION: <br /> <br />(2nd reading) <br /> <br />$90,000 - USE OF GOLF COURSE FEES FOR PERSONNEL <br /> <br /> Mr. Hendrix explained that the $90,000 will be repaid <br />from increased golf fees. <br /> <br /> Ms. Waters stated that she did not feel it was clear <br />initially that there would be a period of time before the <br />entire debt service would be covered by revenues from the <br />golf course. <br /> <br /> Mr. Toscano stated that in the future he would like more <br />advance notice of similar appropriations in order to avoid <br />confusion. <br /> <br /> The $90,000 appropriation for golf course personnel <br />which was offered at the September 16th meeting was approved <br />by the following vote. Ayes: Rev. Edwards, Ms. Slaughter, <br />Mr. Toscano, Mr. Vandever, Ms. Waters. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the Pen Park operating budget <br />for fiscal year 1991-92 is hereby increased by $90,000, to be <br />offset by revenues from golf course fees. Such funds shall <br />be expended on personnel and equipment for the maintenance of <br />the Pen Park Golf Course due to its upgrade from a 9-hole to <br />an !8-hole golf course. <br /> <br />APPROPRIATION: $190,000~'- ARCHITECTURAL FEES FOR JOHNSON SCHOOL <br />RENOVATION (2nd reading) <br /> <br /> Responding to a question from Ms. Waters, Ms. Linda <br />Peacock, Budget Administrator, replied that approximately 75% <br />of the appropriation would be used for design of the <br />renovation, with the remaining 25% for construction oversight <br />by the architects. Ms. Peacock stated that staff felt it <br />would be more beneficial to negotiate the entire contract, <br />with a stop clause included. <br /> <br /> Ms. Slaughter stated that she wanted to make it clear <br />that even if the appropriation for architectural fees is <br />approved, she wanted to look at the entire capital budget and <br />other items in the budget before signing off on the <br />construction phase. <br /> <br /> Ms. Waters questioned what the effect of taking $114,000 <br />out of the contingency fund would be and Ms. Peacock replied <br />that $145,000 remains in the contingency fund and there was <br />no known use for the funds at this time.
