Dr. Hall seconded the motion. <br /> <br /> Mrs. Gleason recommended mentioning that Council <br />has not had the opportunity to hear the other songs <br />submitted for consideration as a new State song. <br /> <br /> CounCil unanimously voted to support the "Old Dominion" <br />as the new State song. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, <br />Council voted to meet in executive session to discuss <br />personnel matters and acquisition of property as exempted by <br />Section 2.1-344(a)(1) and (2) of the Virginia Freedom of <br />Information Act, with Mr. Barnes abstaining. <br /> <br />etlng was <br /> <br />adj ourne d. <br /> <br /> erk ...... <br /> <br />COUNCIL CHAMBER - january 4, 1988 <br /> <br /> Council met in regular session on this date with the <br />following members preSent: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. <br /> <br />MINUTES <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the <br />minutes of the December 21st meeting were unanimously <br />approved as presented. <br /> <br />PUBLIC <br /> <br /> Mr. Otis Lee, Route 10, Box 1876, Woodbury Road, <br />requested that Council reconsider acquiring his properties <br />located at 905 Monticello Avenue, 712 Elsom Street, and 345 <br />llth Street, N.W. by eminent domain for scattered site <br />public housing. Mr. Lee stated that he had not been <br />approached by the City regarding purchasing the property and <br />he did not agree with the low assessments made on the <br />properties. Mr. Lee stated that unless the purchase price <br />is raised significantly, he will oppose their purchase in <br />court. <br /> <br /> Mr. Buck stated that there had been much public <br />discussion concerning the potential pUrchase of Mr. Lee's <br />properties and that the court process will determine the <br />fair market value for the properties. Mr. Buck stated that <br />in addition to providing additional public housing units, <br />the purchase by the Charlottesville Redevelopment and <br />Housing Authority of the sites thrOughout the City would <br />upgrade properties that have become a blight on their <br />neighborhoods. Mr. Buck requested that City staff <br />renegotiate with Mr. Lee to determine if improvements made <br />to the properties by Mro Lee have increased their fair <br />market value. <br /> <br /> <br />
