55 <br /> <br />REQUEST: DEAD-BOLT LOCK ORDINANCE <br /> <br /> Ms. Judith Herndon of University of Virginia Student <br />Legal Services, requested that Council consider adoption of <br />an ordinance which would require installation of a dead-bolt <br />lock in rental units of five or morewhen requested by the <br />tenant. Ms. Herndon stated that a partial payment of $25 <br />would be made by the tenant toward the cost of the lock. <br />Ms. Herndon stated that the request was supported by <br />neighborhood associations, especially those surrounding the <br />University. <br /> <br /> Ms. Nina Barnes, representing the Jefferson Park Avenue <br />Neighborhood Association, stated that the Association <br /> supports adoption of the ordinance as a means to combat <br /> crime. <br /> <br /> Mr. Barnes stated that he has met with the JPA <br />Neighborhood Association and received a letter of support <br />from the Venable Neighborhood Association regarding the <br />proposed ordinance. Mr. Barnes recommended that staff <br />contact affected property owners concerning the matter and <br />provide Council with a recommendation. <br /> <br />The matter was referred to staff. <br /> <br />STAFF REPORT: TREASURER'S REPORT ON DELINQUENT TAXES AND <br />EXONERATIONS <br /> <br /> Mr. Hendrix stated that the Treasurer is required to <br />submit his report on delinquent taxes and exonerations to <br />Council prior to its referral to the Finance Committee. <br /> <br /> Mrs. Gleason congratulated Mr. Gene Harding, Treasurer, <br />on his high rate of collection and questioned how <br />Charlottesville compared with other localities regarding the <br />collection rate. <br /> <br /> Mr. Harding stated that Charlottesville has a good <br />record compared with other localities. <br /> <br />APPROPRIATION: $77,000 -CHARLOTTESVILLE REDEVELOPMENT AND <br />HOUSING AUTHORITY VINEGAR HILL URBAN RENEWAL ACCOUNT (2nd reading) <br /> <br /> The $77,000 appropriation for the Charlottesville <br />Redevelopment and Housing Authority Vinegar Hill Urban <br />Renewal Account which was offered at the December 21st <br />meeting and amended at the January 4th meeting, was approved <br />by the following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesvilole, Virginia that the sum of $77,000 is hereby <br />appropriated from the unappropriated balance of the General <br />Fund to expenditure account 01-71050 for transfer to the <br />Charlottesville Redevelopment and Housing Authority to fund <br />the Vinegar Hill Urban Renewal Account. <br /> <br />APPROPRIATION: $19,493 - JAUNT HANDICAPPED TRANSPORTATION PROGRAM <br />(2nd reading) <br /> The $19,493 appropriation for JAUNT Handicapped <br /> Transportation Program which was offered at the January 4th <br /> meeting, was approved by the following vote. Ayes: Mr. <br /> Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall, Mr. Towe. Noes: <br /> None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville~ Virginia that the sum of $19,493 is hereby <br />appropriated from the unappropriated balance of the General <br />Fund to expenditure account 01-33041 as supplemental funding <br />to JAUNT to cover a revenue shortfall of the same amount <br />incurred by JAUNT in their fiscal year ending September 30, <br /> <br /> <br />
