7~ <br /> <br /> Mr. Hendrix replied that the Rivanna Water and Sewer <br />Authority operates the Reservoir and the matter should be <br />taken up with them. Mr. Hendrix explained that the Reservoir <br />is heavily regulated because it is the City and County's main <br />water supply. Mr. Hendrix stated that the Authority attempts <br />to maintain a balance between the persons who use and <br />reservoir and those who live there, noting that recreational <br />use is limited and considered as a secondary function. <br /> <br />PRESENTATION: CITY MANAGER'S PROPOSED FY 88-89 BUDGET <br /> <br /> Mr. Hendrix presented the City Manager's proposed FY <br />88-89 budget which included no tax rate increase; a $0.04 <br />reduction in the personal property tax; maintenance of all <br />City services at the current level, with minimal increases; <br />an anticipated 7% increase in revenues; a 12% increase in <br />human services~ no increase in management expenses; and <br />emphasis on education, police protection, fire protection, <br />and the 911 Center. <br /> <br />PRESENTATION: SCHOOL BOARD'S PROPOSED FY 88-89 BUDGET <br /> <br /> Mr. John Pezzoli, Chairman of the School Board, <br />presented the School Board's proposed FY 88-89 budget. <br /> <br /> Dr. Vincent Cibbarelli, Superintendent of City Schools, <br />stated that uncertainly remained regarding State funding, <br />with less than in the previous year being anticipated. Dr. <br />Cibbarelli explained that the budget showed a 3.9% increase <br />overall~ with a 8.2% increase in teacher salaries. Twenty <br />three positions are scheduled to be eliminated, though no <br />adverse impact on programs is expected. <br /> <br /> Mr. Towe raised questions regarding salaries, special <br />education, and teacher/student ratios. <br /> <br />PRESENTATION: CHARLOTTESVILLE WELLNESS CENTER SITE PLAN <br /> <br /> Mr. Kurt Wassenaar, architect for the Charlottesville <br />Wellness Center, stated that the site plan had incorporated <br />neighborhood concern and addressed issues previously raised <br />by the Department of Community Development. <br /> <br /> Mr. Barnes stated that he appreciated the Wellness <br />Center's sensitivity to the neighborhood, and made a motion <br />to approve the aesthetics of the site plan for the Wellness <br />Center which had been a requirement of the sale of property. <br />Dr. Hall seconded the motion and it was unanimously approved <br />by Council. <br /> <br />REQUEST: DOGWOOD FESTIVAL <br /> <br /> Ms. Patsy Wood, President of the Dogwood Festival, <br />requested that Council authorize the Festival to use McIntire <br />Park from April 12 through 24 and waive the license and fees <br />as had been done in previous years. <br /> <br /> On motion by Dr. Hall, seconded by Mr. Towe, Council <br />unanimously authorized'the Dogwood Festival to use McIntire <br />Park from April 12 through 24 and waived the license and <br />fees. <br /> <br />REQUEST: OLD DOMINION ANIMAL HOSPITAL <br /> <br /> Mr. Hendrix stated that this matter would be carried <br />over to a future meeting unless it is resolved by staff. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mrs. Gleason, Ms. Mary Lee Webb, Ms. Helen <br />Reutlinger, and Ms. Joyce Hillstrom were unanimously <br />appointed to serve three-year terms on the Community <br /> <br /> <br />
