1 34 <br /> <br />DISCUSSION: HOUSING STUDY COMMITTEE <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Hall, the <br /> Council authorized the formation of a joint Social <br /> Development Commission and Planning Commission effort to <br /> study housing issues. The task force will be composed of <br /> two members of the Planning Commission and two members of <br /> the Social Development Commission. A representative of the <br /> Community Development Block Grant Task Force was recommended <br /> to be included. The size and remaining membership of the <br /> task force is to be decided by the Planning Commission. and <br /> Social Development Commission. The task force will present <br /> a joint report to the City Council. <br /> <br />PRESENTATION: AIRPORT TERMINAL BUILDING <br /> <br /> Mr. Mike Boggs, Director of Aviation, gave a <br /> presentation on the proposed new Charlottesville-Albemarle <br /> Airport terminal building. The original terminal was <br /> constructed in the early 1960s and has seen tremendous <br /> growth and an increase in security regulations. It has been <br /> determined through surveys of travel agencies that only 50% <br /> of the market use the local airport, with the remaining <br /> travelers co~uting to Dulles, Richmond, or National <br /> Airports. It is felt that improved facilities will attract <br /> additional airlines and consequently, additional passengers. <br /> Mr. Boggs also stressed that the airport terminal is the <br /> first impression of the Charlottesville-Albemarle area and <br /> an effort was~made to design a building that would <br /> positively reflect the community and its architectural <br /> history. Mr. Boggs also stated that a main goal was to <br /> design a building with flexibility so that separate areas <br /> could be individually expanded as the need arises in the <br /> future. It was pointed out that the topography at the <br /> airport limited the space available on which to build the <br /> new terminal. <br /> <br /> Mr. John Kinny and Mr. Roger Cannon, architects with <br /> the firm of O,Brien/Atkins, listed the following issues in <br /> designing the terminal building: function, ease of <br /> flexibility of expansion, sensitivity to needs of the <br /> handicapped, durability of materials, and compatibility with <br /> the architecture of the area. It was also noted that the <br /> terminal building would be an important civic building for <br /> the community. <br /> <br /> Mr. Boggs stated that the loop road will be expanded <br /> which will enable additional parking spaces to be built. <br /> The project cost estimates were listed as follows: <br /> building - $9,032,590; crash, fire, rescue building - <br /> $177,500; site development - $2,936,192. The funding <br /> sources for the project were listed as follows: FAA - <br /> $2,151,253; State - $6,010,175; Airport Authority - <br /> $2,984,854; City of Charlottesville - $500,000; Albemarle <br /> County - $500,000. <br /> <br /> Responding to a question from Mr. Towe regarding <br /> selection of rental car agencies, Mr. Boggs stated that the <br /> number of operators is determined by the size of the market, <br /> with the final decision made by the Airport Authority. Mr. <br /> Boggs stated that storage space is not provided for the <br /> rental care operators on Airport property~ <br /> <br /> Mr. Boggs stated that the crash site will be in a <br /> separate building, close to the terminal and that the <br /> existing terminal will be torn down. <br /> <br /> Mr. Boggs stated that a financial feasibility study is <br /> being conducted to determine the Airport Authority's ability <br /> to repay the bond debt. Mr. Boggs stated that the debt is <br /> scheduled to be paid from fees and concessions generated at <br /> <br /> <br />
