149 <br /> <br />COUNCIL CHAMBER - June 20, 1988 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Hall, the <br />minutes of the June 6th meeting were unanimously approved as <br />presented. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, the <br />minutes of the June 8th meeting were unanimously approved as <br />presented. <br /> <br />PUBLIC <br /> <br /> There were no matters by the public. <br /> <br />PUBLIC HEARING: USE OF 315 9TH STREET,S.W. FOR SCATTERED SITE <br />PUBLIC HOUSING <br /> <br /> Mr. Hendrix stated that the Charlottesville <br />Redevelopment and Housing Authority has requested Council's <br />approval to use 315 9th Street, S.W. for scattered site low <br />income housing. Mr. Hendrix stated that the property is <br />owned by the City and is presently used as a group home. <br />Mr. Hendrix stated that the Planning Commission agreed that <br />use of the property for public housing was in conformance <br />with the Comprehensive Plan. Mro Hendrix stated that the <br />Planning Commission had voted five to two against using the <br />property for public housing because of the traffic <br />situation. <br /> <br /> As there was no one to speak, the public hearing was <br />closed. <br /> <br /> Mr. Towe stated that he felt that some of the Planning <br />Commission's concerns were valid and questioned whether <br />Council approval was needed at this time, or whether <br />approval could be deferred pending the development of the <br />sites previously approved.. <br /> <br /> Mr. Louie Chapman, Assistant City Manager, stated that <br />if Council wanted to include the property approval was <br />necessary at this time. Mr. Chapman noted that following <br />the realignment of 9th and 10th Streets, the street will be <br />to the rear of the property in question which will result in <br />a better situation than exists currently. Regarding other <br />alternative uses for the property, Mr. Chapman stated that <br />the property could be sold, could be maintained as a group <br />home, or could be included in the house bank program as a <br />single family dwelling. ~ <br /> <br /> On motion by Dr. Hall, seconded by MrS. Gleason, <br />Council approved the resolution authorizing the inclusion <br />of 315 9th Street, S.W. in the scattered site public housing <br />project by the following vote. Ayes: Mr. Barnes, Mr. <br />Buck, Mrs. Gleason, Dr. Hall. Noes: Mr.~ Towe. <br /> <br /> WHEREAS, it has been proposed that the property located <br />at 315 9th Street, S.W.. be ~approved for acquisition and <br />rehabilitation under Public Housing Project VA 16-7 <br />(scattered site low-income public housing), such property to <br />be renovated as a duplex with one 2-bedroom unit and one <br />3-bedroom unit; and <br /> <br /> WHEREAS, following a joint public hearing before this <br />Council and the Planning Commission,i duly advertised and held <br />on June 14, 1988, the Planning Commission found that the <br />proposed use of the property was substantially in compliance <br />with the Comprehensive Plan; and <br /> <br /> <br />
