160 <br /> <br />COUNCIL CHAMBER - July 5, 1988 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Buck, Rev. Edwards, Mr. <br />Towe, Mr. Vandever, Ms. Waters. <br /> <br /> Ms. Waters thanked Mrs. Gleason, Mr. Barnes, and Dr. <br />Hall, former Councilors, for their contributions to the <br />City, and Mr. Buck and Mr. Towe for providing continuity and <br />a firm foundation on which to build. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Towe, seconded by Mr. Buck, the <br />minutes of the June 16th meeting were approved as presented, <br />with Rev. Edwards, Mr. Vandever, and Ms. Waters abstaining. <br /> <br /> On motion by Mr. Towe, seconded by Mr. Buck, the <br />minutes of the June 20th meeting were approved as presented, <br />with Rev. Edwards, Mr. Vandever, and Ms. Waters abstaining. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />STAFF REPORT: JAUNT HANDICAPPED TRANSPORTATION SUBSIDY <br /> <br /> Mr. Hendrix stated that Jefferson Area United <br />Transportation (JAUNT) is approaching the end of the third <br />year of operating the handicapped transportation program <br />with a sizable subsidy from the City. Mr. Hendrix stated <br />that JAUNT estimates a ~15,430.05 deficit by the end of <br />September, the end of JAUNT's fiscal year. Mr. Hendrix <br />stated that no appropriation was necessary at this time, but <br />he wanted Council to be aware of the situation. Mr. Hendrix <br />stated that JAUNT is currently holding $5,726 due the City <br />from equipment sales which could be applied toward the <br />subsidy. <br /> <br /> Responding to a question from Mr. Vandever, Mr. Hendrix <br />stated that JAUNT's handicapped fare rates had increased <br />from $0.50 to $0.75 and Charlottesville Transit Service fare <br />had increased from ~0.50 to $0.60. <br /> <br /> Mr. Vandever questioned the rationale for the <br />discrepancy in fares and why a flat fare had not been <br />considered rather than an inequitable fare system. <br /> <br /> Mr. Buck stated that City Council considered the fare <br />increases to be fair given the individual attention JAUNT <br />riders require and the subsidy of approximately $13.00 per <br />rider for JAUNT versus $4.00 per CTS rider. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that <br />because federal funds are used for CTS, any excess CTS funds <br />would be prohibited from being transferred to JAUNT. <br /> <br />RESOLUTION: APPROVING MONTICELLO AREA COMMUNITY ACTION AGENCY <br />(MACAA) MULTI-FAMILY RESIDENTIAL HOUSING DEVELOPMENT <br /> <br /> Mr. Hendrix stated that the resolution would certify to <br />the Virginia Housing and Development Authority (VHDA) that <br />Council approves the multi-family residential housing <br />development proposed by MACAA, for which VHDA has been <br />requested to provide mortgage assistance. Mr. Hendrix <br />stated that no zoning changes are necessary for the <br />property. <br /> <br /> Mr. Louie Chapman, Assistant City Manager, stated that <br />the resolution contained a statement that the City would not <br />be responsible for the debt service on the property and that <br />MACAA was aware of the inclusion of this provision. <br /> <br /> <br />
