179 <br /> <br />COUNCIL CHAMBER - August 15, 1988 <br /> <br /> Council.met in regular session on this date with the <br />following members present: Mr. Buck, Rev. Edwards, Mr. <br />Towe, Mr. Vandever, Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, <br />the minutes of the July 13th meeting were unanimously <br />approved as presented. <br /> <br /> On motion by Mr. Towe, seconded by Mr. Vandever, the <br />minutes of the July 25th meeting were approved as presented, <br />with Mr. Buck abstaining. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, <br />the minutes of the July 28th meeting were approved as <br />presented, with Mr. BuCk abstaining. <br /> <br />PUBLIC <br /> <br /> Mr. Ed Eitelberg of Old Salem Apartments thanked the <br />City for installing lights in the parking lot on High and <br />4th Street. Mr. Eitelberg stated that the golf cart path on <br />the rear of the 1st green at Pen Park is dangerous and <br />should either be eliminated or a guardrail should be <br />installed. <br /> <br /> Ms. Waters aSked staff to investigate the matter. <br />PRESENTATION: RECOGNIZING LANE BABE RUTH BASEBALL TEAM <br /> <br /> Mr. Towe read a proclamation recognizing the Lane Babe <br />Ruth 13-15 year old baseball team. The players were <br />introduced and presented with the proclamation. <br /> <br /> WHEREAS, the Lane Babe Ruth Baseball 13 - 16 Year Old <br />Team had an outstanding 1988 season; and <br /> <br /> WHEREAS, the fourteen members of the Team, under the <br />leadership of Coach Steve Foutz and Managers Chuck Wood and <br />arson Payne, won the District and State Championships; and <br /> <br /> WHEREAS, the Lane Babe Ruth Team represented the State <br />of Virginia in the Southeast RegiOnals; <br /> <br /> NOW, THEREFORE, the City Council of the City of <br />CharlotteSville, on behalf of the community, would like to <br />congratulate the players, coach and managers of the Lane Babe <br />Ruth Baseball 13 - 15 Year Old Team~for their successful <br />season and for their outstanding individual and team <br />accomplishments° <br /> <br />PUBLIC HEARING: GRANTING SPECIAL PERMIT FOR CHILD CARE,CENTER AT <br />1414 AND 1416 WESTWOOD ROAD <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that <br />the Planning Commission and former Council had held a public <br />hearing on this matter in June and a separate public hearing <br />was now required because of the change in Council. <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />stated that the special permit would allow 120 children for <br />child care and noted that 80 children would attend school at <br />the site as allowed by right. Mr. Huja stated that the <br />Planning Commission recommended approval of the special <br />permit for the following reasons: 1) It is in harmony with <br />the Comprehensive Plan and Land Use Plan; 2) It will ~not <br />have a significant adverse impact on the surrounding <br />neighborhood if conditions are met~ and 3) The facilities <br />and site are sufficient to accommodate the proposed use. <br />Mr. Huja stated that it was recommended that no parking be <br /> <br /> <br />
