243 <br /> <br /> Mr. Moring stated that City and County staff did not <br />feel that there is a clear alternative regarding the best <br />direction to take at this time, that the decision will be a <br />major policy and financial one.which will impact the <br />community for a long time, and that it is recommended that <br />the public's input should be sought prior to making a <br />decision. <br /> <br /> Mr. Towe questioned the cost of providing each household <br />with a recycling container and Mr. Moring replied that it <br />would cost approximately $22 per household. <br /> <br /> Ms. Patricia Cooke, member of the Board of Supervisors, <br />questioned whether air pollution problems would exist with <br />massive burning at the Landfill, but Mr. Moring stated that <br />equipment would be used which would meet State and Federal <br />standards. <br /> <br /> Mr. Buck questioned whether the estimate for the cost of <br />recycling included all possible costs, and Mr. Moring replied <br />that the estimate did not include local costs. <br /> <br /> Ms. Waters recommended that the Board and Council confer <br />with staff regarding the nature of a committee which would <br />make further recommendations, the charge of the committee, a <br />time frame, and how the committee would be staffed. <br /> <br /> The~ meeting was adjourned.~ <br /> <br />~e~ent -( ~rk - <br /> NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, <br />December 12, 1988 AT 7:30 p.m. IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Work session: Drainage Policy <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - December 12, 1988 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Buck, Rev. Edwards (arrived <br />late), Mr. Towe, Ms. Waters. Absent: Mr. Vandever. <br /> <br /> Mr. Hendrix stated that all of the high priority <br />drainage projects previously approved for 100% City funding <br />have either been completed or will soon be completed. Mr. <br />Hendrix requested that the Council review the policy <br />relating to citizen participation (which provides 50% City <br />funding for low priority and neighborhood projects, matched <br />by 50% funding from private citizens) because the program has <br />not been used. <br /> <br /> Mr. Clyde Gouldman, City Attorney, stated that from a <br />legal point of view the.present drainage policy is a good one <br />and is based on the principle that the City does not have the <br />responsibility to correct all drainage problems. Mr. <br />Gouldman stated that the City is only responsible when <br />surface runoff has been concentrated and when natural water <br />courses have been diverted or obstructed. Mr. Gouldman <br />stated that there are many older subdivisions within the City <br />where drainage systems which were originally approved by the <br />City have proven to be inadequate.
