246 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL'MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, <br />December 14, 1988 AT 12:00 noon IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> <br /> BASEMENT CONFERENCE ROOM - December 14, 1988 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Buck, Rev. Edwards, Mr. Towe, <br />Mr. Vandever, Ms. Waters. <br /> <br /> Dr. Vincent Cibbarelli, superintendent of City Schools, <br />reported on the staffing levels in the Charlottesville <br />Schools. Dr. Cibbarelli stated that Charlottesville begins <br />each year with a 25/1 student to teacher ratio. Full-time <br />aides are provided in kindergarten and half-time aides are <br />provided in first grade which is beyond the State <br />requirement. Kindergarten is offered for a full day and only <br />a half day is required by the State. Dr. Cibbarelli stated <br />that special education requirements at Charlottesville High <br />School have increased the staff even though the total number <br />of pupils has declined. Dr. Cibbarelli stated that because <br />of the need to raise teacher salaries to mandated levels <br />Charlottesville will be unable to pay the cost of VSRS this <br />year. Dr. Cibbarelli stated that the overall staffing ratio <br />is 12.2/1. Dr. Cibbarelli noted that many programs offered <br />by Charlottesville Schools are unique to Charlottesville. <br /> <br /> Dr. Cibbarelli stated that Charlottesville has a high <br />percentage of special education students, 16% compared with <br />11% nationally and 12% State wide, probably due to the <br />Schools' history of doing a good job providing the services, <br />the fact that the services are provided to the level of the <br />law, and because Charlottesville is a university town and <br />has a high quality children's hospital which draws people <br />here. <br /> <br /> Mr. Richard Comey, Director of the Charlottesville- <br />Albemarle Technical Education Center, stated that the Center <br />opened in 1973 and has received a good deal of support from <br />the local business community. Mr. Comey reviewed the program <br />objectives of the Center and stated that 74% of the graduates <br />last year were placed in jobs related to their training. <br /> <br /> Responding to a question from Mr. Towe, Mr. Comey stated <br />that many of CA Tech's programs are tied in with or carried <br />over to Piedmont Virginia Community College. Mr. Comey <br />stated that he felt involvement in the Center helped reduce <br />the drop-out rate. <br /> <br /> Ms. Linda Seaman, School Board member, stated that a <br />committee had looked at the supplemental pay scales for <br />extra-curricular activities and developed job descriptions, <br />evaluation instruments, job classification system and <br />recommendations for a pay system. Ms. Seaman stated that Dr. <br />Cibbarelli is reviewing the report and cost estimates should <br />be available in January. <br /> <br /> Mr. John Pezzoli, School Board Chairman, stated that <br />staffing issues related to Walker Upper Elementary School <br />will be discussed during the budget process and capital costs <br />for additional space are being worked on at the present time. <br /> <br /> Mr. Jim Dunbar from School Administration, stated that <br />two additional classrooms may need to be added at Walker <br />earlier than was anticipated, more storage space, especially <br /> <br /> <br />
