Coordinator. <br /> <br /> Responding to a question from Ms. Waters, Mr. Deaton <br /> stated that victim witness programs have traditionally been <br /> funded locally initially and that state and federal funds <br /> are periodically available.. ~- · <br /> <br /> Mr. Deaton stated that a Victim~Witness Coordinator <br />would help victims of crime apply for state funding. <br /> <br /> Mr. Roger Flint, Vic9 President of the Charlottesville- <br />Albemarle Clean Community Commission, requested that~the.. <br />Council increase funding to CAC3 to allow the expansion of <br />the coordinator's position to full time~ <br /> <br /> Ms. Josephine Maupin, Ms. Jessica Henderson, and Ms. <br />Christine~Johnson, participants_in the Carver Recreation <br />Center.Senior Program, requested that COuncil fund a fifth <br />day of the program. A number of persons in the audience <br />stood in--support.of a.~fifth day for the Senior Lunch Program. <br /> <br /> Mr. Charles Witter of 2708 Eton Road, requested <br />continued support for the Thomas Jefferson Adult Day Care <br />Center. . . <br /> <br /> Mr. Ron Fisher,-President of the Greenbrier Neighborhood <br />Association%~stated that while he feltlsome of the ideas for <br />the position of a neighborhood services position had. merit, <br />he was concerned about the creation of a new full time <br />position. Mr. Fisher stated that he felt that much could be <br />accomplished with the Feder.ation of Neighborhood <br />Associations, existing City staff and other existing <br />agencies. Mr. Fisher also spoke on behalf of expanded <br />library hours and funding for additional library terminals. <br />Mr. Fisher added that he would like to see the Senior Center <br />remain downtown. <br /> <br /> Mr.. Craig White, Vice President of the' Fifeville <br />Neighborhood Association spoke in favor of the establishment <br />of a Fifeville Neighborhood Task Force. <br /> <br /> Ms. Waters stated that~while Council is committed to <br />developing an action~plan~for neighborhoods, it appears to be <br />the sense of Council that the direct contact between <br />neighborhood representatives and the City not be replaced by <br />a neighborhood specialist at this time. Ms. Waters <br />recommended that a neighborhood management team of existing <br />City staff be formed to respond to neighborhood concerns. <br /> <br /> Mr. Towe stated that he would not support the addition <br />of a neighborhood specialist at this time, but supports the <br />establishment of a Fifeville Neighborhood Task Force. <br /> <br /> Mr. Buck recommended that the reports of the Housing <br />Task Force and City Manager's staff be brought to a <br />conclusion prior to setting up the Fifeville Task Force so <br />that neighborhood goals can be addressed more <br />comprehensively. <br /> <br /> Mr. David Toscano, Chairman of the Social Development <br />Commission, stated that the Commission reviewed the budget <br />requests of 18 agencies and make recommendations for CDBG <br />funding for social programs. Mr. Toscanonoted that many <br />social agencies have increased budget requests due to a <br />decrease in federal funding. <br /> <br /> Ms. Charla Sullivan, a counselor at the Shelter for Help <br />in Emergency, spoke in support of funding for the Victim <br />Witness Program. <br /> <br /> <br />
