44 <br /> <br />COUNCIL CHAMBER - February 1, 1999 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, 5/Ir. Toscano <br /> <br />RECOGNITIONS/AWARDS <br /> <br /> Ms. Daugherty read a proclamation proclaiming "Girls and Women in Sports" <br />Week. <br /> <br />Ms. Daugherty recognized members of Partners in Washington Park. <br /> <br /> Ms. Leslie Harris Scott announced that the Dave Matthews Band has donated <br />$45,000 and the Perry Foundation has donated $100,000 for Washington Park <br />renovations. <br /> <br /> Ms. Anne Majeski explained that the goal is to raise $450,000 to complete the <br />renovations at Washington Park, which will require a $154,000 City match. <br /> <br /> Ms. Daugherty said that Partners in Washington Park have set an example for the <br />rest of the community. <br /> <br /> Ms. Daugherty recognized Ms. Jane Francis of the Jefferson Area Board for <br />Aging. <br /> <br /> Ms. Francis described JABA's Snow Buddies Program which provides volunteers <br />to shovel snow and ice for citizens over 60 years old or those who are disabled. <br /> <br />PUBLIC <br /> <br /> Ms. Paul Grady, a resident of Crozet, said that he is not happy with Council's <br />discussions about limiting the Meadowcreek Parkway to two lanes. He said it is not valid <br />to compare it with the Rock Creek Parkway as Charlottesville does not have one <br />directional commuting. Mr. Grady said that the portion of land to be taken from Mclntire <br />Road is a flat strip and no viable alternative exists for the road. Mr. Grady asked Council <br />to take an official vote asking VDOT to buy replacement parkland. Mr. Grady asked that <br />the improvements to Rio Road be postponed until an alternate route can be developed or <br />until at least a two lane portion of Meadowcreek Parkway is buik from Rio Road to <br />Melbourne. <br /> <br /> Mr. Peter Mclntosh, 624 Davis Avenue said that he has concerns about Council <br />considering only two or three lanes for Meadowcreek Parkway, and encouraged them to <br />leave four lanes as an option. Mr. Mclntosh noted that the same amount of land will be <br />needed if the lanes are reduced, and having to add more lanes later will subject the <br />community to the inconvenience of construction twice. Mr. Mclntosh suggested that <br />VDOT be pushed to lower the speed limit to 35 m.p.h. Mr. Mclntosh said he feels the <br />Parks Advisory Board has made good recommendations about lessening the impact of the <br />Route 250 Bypass and Meadowcreek Parkway interchange. Mr. Mctntosh noted that <br />similar comments in opposition of the 250 Bypass were made 35 years ago which proved <br />to be unfounded. <br /> <br /> Mr. Steve Bredin, a resident of Albemarle County and member of the Sons of the <br />American Revolution which is coordinating the 200th anniversary of the death of George <br />Washington, asked Council to approve a resolution declaring 1999 to be the year of <br />George Washington and to have flags placed at half-mast on December 14, 1999. Mr. <br />Bredin said that he will return at a later date with a formal resolution. <br /> <br /> Ms. Jessie Hook, a member of the Board of Architectural Review, read a letter <br />from Ms~ Joan Fenton, Chair of the BAR, asking that Council change the regulations for <br />vendors, proposing that the BAR be charged with developing higher design requirements <br />in the design control district for vendors, and asking that vendor regulations be enforced. <br /> <br /> <br />
