80 <br /> <br /> Mr. Germaine Jackson, a member of the Music Resource Center since its opening, <br />said that the Center is a very positive place for youth and if it didn't exist there would be <br />no place for junior high students to go. <br /> <br /> Mr. Ivan Orr, Program Director for the Music Resource Center, said that the <br />Center uses music to empower students to make positive contributions. Mr. Orr said that <br />a $5 yearly membership fee is charged and private music instruction is provided, talent <br />shows are held and trips are provided to musical events. The Center is open six days a <br />week. <br /> <br /> Mr. Adrian Johnson said he has been attending the Center for three years and it is <br />a great place to be and helps keep kids out of trouble. <br /> <br /> Ms. April Oliver, said that the Music Resource Center is an important place to <br />share talents, and it has a helpful staff. <br /> <br /> Ms. Barbara Edwards said that the Music Resource Center is a home away from <br />home for many youth, including her son, and is an exciting, safe place to be. Ms. <br />Edwards said that funding from the City is vital to the future of the Center. <br /> <br /> Mr. John McCutheon, 1025 Locust Avenue, a national known singer and <br />songwriter, said that he has worked closely with the Music Resource Center and he feels <br />the schools will benefit if this unique and expansive program is funded. <br /> <br /> Ms. Jackie Lichtman, Chair of the Jefferson-Madison Regional Library Board, <br />encouraged Council to support the funding for the library recommended by the City <br />Manager. <br /> <br />Mr. John Halliday, Library Director, supported funding for the library. <br /> <br /> Mr. Bob Stroh, 1412 Kenwood Lane and a member of the downtown property <br />owner's group, said he conducted a small survey of businesses on the mall and priorities <br />for the surplus funds included parking, city infrastructure improvements, undergrounding <br />of utilities and repairing of the brick surface of the mall. Mr. Stroh noted that no one <br />supported tax rebates or relief. <br /> <br /> Ms. Megan Murray, a resident of Crozet and President of the Board of the Shelter <br />for Help in Emergency (SHE) thanked staff for recommending full funding for SHE and <br />encourage Council to approve the funding level which can be used to leverage other <br />grants. <br /> <br /> Ms. Elizabeth Gleason, 1831 Yorktown Drive, a member of the Lewis and Clark <br />Exploratory Committee, said that statistical information has been gathered by a Darden <br />student and the Committee now feels that a professional feasibility should be conducted. <br />Ms. Gleason said she hopes Council will concur with the City Manager's ecommendation <br />of $50,000 for such a study. <br /> <br /> Ms. Connie Jorgenson, 1038-B Locust Avenue, expressed support for the Music <br />Resource Center. Ms. Jorgenson said her son has made great use of the Center and it is a <br />place where they take kids seriously. <br /> <br /> Mr. James E. Burton, 606 Delevan Street, asked Council to set aside a portion of <br />the budget surplus to improve Charlottesville Transit Service by extending service and <br />hours and starting new services to areas such as 5th Street Extended and Pantops. <br /> <br /> Mr. Alex Gulotta, 2110 Tarleton Drive, asked that Council consider increasing <br />General Assistance when they consider the surplus funds. Mr. Gulotta expressed concern <br />that benches in parks have been replaced by ones that are hard to sleep on and said <br />Council needs to look at the poorest in our community. <br /> <br /> Mr. Coy Barefoot, 716 Mclntire Road, Chair of the Historic Resources Task <br />Force, said that the charette that was held on Court Square was attended by nearly 90 <br /> <br /> <br />
