IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Budget work session <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - April 8, 1999 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. <br /> <br /> Ms. Daugherty spoke in favor of fully funding the Sexual Assault Resource <br />Agency (SARA), and requesting that they present a plan for uniting SARA and the <br />Shelter for Help in Emergency (SHE). Ms. Daugherty said she feels SARA'S adolescent <br />and VIVA programs are very important and creative. <br /> <br /> Ms. Linda Peacock, Assistant City Manager, noted that Albemarle County agreed <br />to fully fund SARA. <br /> <br /> Mr. Caravati commented that SARA's budget application was poorly written, but <br />he would agree to full funding contingent on a plan to unit with SHE since the County <br />funded them. Mr. Caravati expressed concern about not knowing SARA's policy of how <br />they handle a shortfall in funding, noting that the funds could be put toward a program <br />that the City does not support. <br /> <br /> Mr. Cox said he was impressed by SARA supporters making the effort to come to <br />speak at the public hearing and is inclined to support them because of that effort. <br /> <br /> Mr. Toscano noted that Council used to hold agency hearings, but the process was <br />changed to give more authority to the staff review team and to streamline the process. <br />Mr. Toscano said he is worried by the fact that additional money is given to someone <br />simply because they show up at the public hearing. <br /> <br /> Ms. Richards said she agrees that SARA's budget application was poorly <br />constructed, but she feels their programs have the potential to curb domestic violence. <br /> <br /> The majority of Council agreed to fully fund SARA, with the additional funding <br />contingent on SARA submitting a plan by June 30m for merger with SHE, to include an <br />implementation strategy and timeline. <br /> <br /> Mr. Toscano said he feels the Virginia Film Festival is on par with the Festival of <br />the Book, and supported increasing their funding to $10,000, <br /> <br /> Mr. Cox said that he supports additional funding for the Film Festival because it <br />brings people downtown, spurs entertainment and utilizes city facilities. <br /> <br /> <br />
