!16 <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville that the Employee <br />Classification and Pay Plan for the City of Charlottesville dated July I, 1999 and <br />effective on that same date, which assigns salary ranges to each class or position in the <br />City service is hereby approved pursuant to Section 19-3 and 19-4 of the City Code, <br />1990, as amended and a copy of the same shall be kept on file with the records of the <br />meeting at which this resolution is approved. <br /> <br />XX~ff. PAY AD~STMENT FOR RETIP, F~S <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, that the <br />Retirement Plan Commission is authorized and directed to provide for the payment from <br />the Retirement Fund of a post-retirement supplement of 2.50% of the current retkement <br />pay of each presently retired employee effective July 1, 1999. <br /> <br /> Mr. Toscano said that the Council and staff have discussed the possibility of <br />returning a portion of the budget surplus to the community over the last few months, but <br />aRer proposing at the final work session that a rebate be given, it does not appear that <br />citizens are ready to support such a decision. Mr. Toscano said he would like to revisit <br />the issue of the fond balance in general and what level needs to be maintained. Mr. <br />Toscano said he feels that the public needs to be better educated on the difference <br />between the operating budget and fund balance, and suggested that they be given a <br />serious of options to react to. Mr. Toscano noted that many calls and letters from the <br />public were received opposing the idea of a rebate. <br /> Mr. Cox agreed that Council did not provide the public with ideas to react to, but <br />pointed out that the public reacted negatively to the idea of a free car decal or cash rebate <br />and preferred instead to reinvest the money in the community in a one-time way. Mr. <br />Cox said he supports revisiting the issue, and would like to see some creative ideas for <br />use of the funds, but does not support returning approximately $13 per person. <br /> <br /> Mr. Caravati said he feels the public's interest in investing the money in the <br />community has been peaked and he would like to further discuss the issue to determine a <br />suitable place to invest the money in Charlottesville. <br /> <br /> Ms. Richards said she learned from the public that it is not a question of the form <br />of a rebate, but the principle of it. Ms. Richards said she heard that there is an interest in <br />reinvesting the money in the community to solve some of the existing problems that the <br />City has not had an opportunity to address. Ms. Richards said the idea of a rebate <br />appeared to provoke much discussion, but did show that the public is not well educated <br />about the budget and what has been funded. Ms. Richards agreed that she too wold like <br />to find some opportunity to reinvest the money. <br /> <br /> The meeting was adjourned. <br /> <br />Preside~/ C1 <br /> COUNCIL CHAMBER - April 19, 1999 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Richards, Mr. Toscano. Absent: Ms. Daugherty <br /> <br />RECOGNITIONS/AWARDS <br /> <br /> Ms. Richards announced that Mr. Frank Griffith, a University of Virginia student, <br />is being recognized nationally at an awards dinner, along with his twin brother who <br />attends the University of Miami at Ohio, for their efforts in "Make a Difference Day." <br /> <br />Ms. Richards announced that April is Child Abuse Prevention Month. <br /> <br /> <br />
