Ayes: Mr. Caravati, Mr. Cox, Ms. Richards, <br />Mr. Toscano. Noes: None. Absent: Ms. Daugherty. This term will expire on August <br />31, 2000. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, Council voted (Ayes: Mr. <br />Caravati~ Mr. Cox, Ms. Richards, Mr. Toscano. Absent: Ms. Daugherty) to <br />meet in executive session for the purpose of considering the acquisition or use of real <br />property for public purpose, or the dispositionof publicly held property, as authorized by <br />Section 2. I-3.44(A)(3 ) of the Virginia Code, and more specifically described as (t) <br />property near Locust Avenue; (2) Llnion Station; and O) property on Ettiott Avenue; and <br />for the purpose of consultation with legal counsel and briefings by staff members, <br />consultants or attorneys on matters pertaining to actual or probable litigation, or specific <br />legal matters requiring the provision of legal advice by counsel, as authorized by Section <br />2. t-344(AX7) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Mr. Caravati, seconded by <br />Ms. Richards, certified that (Ayes: Mr. Caravati, Mr. Cox, Ms. Richards, Mr. Toscano. <br />Noes: None. Daugherty urged parents or children who may be concerned following the <br />violence in Littleton, Colorado, to contact individual counselors, the University of <br />Virginia Hospital, Charter Hospital, or Region Ten Community Services Board to pursue <br />counsehng opportunities. <br /> <br />PUBLIC <br /> <br /> Mr. Peter Mclntosh, 624 Davis Avenue, supported building of the Meadowcreek <br />Parkway to preserve the Park Street neighbo£nood and to improve safety, to provide a <br />better route to downtown, and to improve fire and police response to Rio Roa& Mr. <br />Mclntosh announced the formation of LAMP (local action for the Meadowcreek <br />Parkway), a loose, grassroots group in favor the four-lane option of the Meadowcreek <br />Parkway. <br /> <br /> Mr. Kevin Cox, Fairway Avenue, said that he feels a four-lane Meadowcreek <br />Parkway is absolutely necessary, with slower speeds, to address the increasing population <br />of the Charlottesville area. Mr. Cox said that-the current congestion is hurting City <br />neighborhoods. <br /> <br /> Mr. Bill Smith, 388 Wildwood Court, referring to traffic calming efforts on Park <br />Street, said that the problem is not fast cars, iris too many cars, and said that traffic <br />calming will only create more congestion.
