159 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Thursday, July 1, <br />1999 AT 7:00 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />WORK SESSION: Design and Construction of the Meadowcreek Parkway <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - July 1, 1999 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. <br /> <br /> Ms. Daugherty said that the purpose of the meeting is to come up with <br />recommendations regarding the design and construction of the Meadowcreek Parkway to <br />give to the Virginia Department of Transportation (VDOT). <br /> <br />Reaction to VDOT Design <br /> <br /> It was the consensus of Council not to support VDOT's 4L design for the <br />Parkway. <br /> <br /> Mr. Cox said that Council's position should be clarified and put in the form ora <br />resolution. <br /> <br /> Mrr Toscano suggested that rejection of VDOT's design be put in the first <br />paragraph of Council's letter to VDOT which will convey all of Council's <br />recommendations. <br /> <br />Number of Lanes <br /> <br /> Ms. Daugherty said that she has spent many hours of thought and talked to <br />hundreds of citizens about the Parkway and will support a two-lane Parkway. Ms. <br />Daugherty said she feels this compromiseis necessary because neighborhoods are being <br />degraded and the lack of safety on Rio Road and Park Street is not acceptable. Ms. <br />Daugherty said she feels that if nothing is done people will move. Ms. Daugherty said <br />she does not feel a four-lane road is a human size road or a road people can walk across. <br />A two-lane road will create less noise and she feels will be successful even if it takes <br />longer to be on it. A two-lane road could be located where Mr. Rieley has suggested, or <br />built with the right-of-way for four lanes if that becomes necessary in the future. Ms. <br />Daugherty said she does not support limiting future Councils by not allowing a right-of- <br />way for expansion to four lanes. <br /> <br /> Ms. Richards said she has been a supporter for the Meadowcreek Parkway <br />primarily for neighborhood protection. While she understands Ms_ Daugherty's position, <br />Ms. Richards said she is concerned about a two4ane road, but would agree to the <br />compromise to give the community time to come up with other solutions and would <br />rather see a two-lane compromise than no Parkway. Ms. Richards said she also <br />appreciates not binding future Councils' ability to expand the road if needed. Ms. <br />Richards said that the issue remains about whether VDOT will approve a two-lane road, <br />and clarification needs to be gotten from them. <br /> <br /> Mr. Cox said there are issues tied to a two-lane road that make it difficult for him <br />to seeas a compromise, since the expectation is that it will eventually become a four4ane <br />road, and Council will be voting a failing road. Mr. Cox said he would like to see a <br />network of urban roads developed. <br /> <br /> Ms. Daugherty said the Council could work on developing a network of roads <br />with the County. <br /> <br /> <br />
