165 <br /> <br />COUNCIL CHAMBER - July 6,1999 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. l~dchards, Mr. Toscano. <br /> <br />PUBLIC <br /> <br /> Ms. Anne Hemenway, 800 Park Street, President of the North Downtown <br />Residents Association, said that residents are concerned about the proposed court <br />expansion project, especially the proposal to build a parking garage, and were unaware of <br />the proposal until.a recent meeting. Ms. Hemenway said she understands that the process <br />can be changed and additional people, include a NDRA and neighborhood representative <br />added to the committee. Ms. Hemenway asked that the fast track comment period be <br />extended and the garage relocated. Ms. Hemenway thanked the City Manager for <br />moving forward with traffic calming on Park Street. <br /> <br /> Ms. Daugherty said that the court expansion process is being changed, the <br />schedule is being lengthened, the committee expanded, and alternative sites are being <br />explored. <br /> <br /> Ms. Joy Johnson, 823-D Hardy Drive, said that the Public Housing Association of <br />Residents (PHAR) Board met and agreed on a statement requesting two additional full~ <br />time police at public housing sites in response to recent drug related shootings. Ms. <br />Johnson said that Weed and Seed funds are available for this purpose. <br /> <br /> Mr. David Hotton, 1043 Locust Avenue, asked Council to think about alternatives <br />to the Ivleadowcreek Parkway. <br /> <br /> Mr. Bob Brugh, owner of rental property in the City, said that the City has not <br />been notifying him when the volume of water use is unusual high and this has caused <br />problems in his rental units. <br /> <br /> Mr. O'Connell said the City does notify owners when high water use is found, but <br />said he will need to check on this specific situation. <br /> <br /> Mr. Kevin Lynch, 609 Locust Avenue, said that he thinks building any road is a <br />mistake, but a two-lane Meadowcreek Parkway is better than a four-lane road. Mr. <br />Lynch proposed the following: 1) the design for the intersection should be in place <br />before any work on the road is done; 2)parkland that is lost should be replaced; <br />3) the Parkway must be off-limits to trucks; and 4) Council should promise not to expand <br />the road to four lanes in the near future, VDOT should not be given the additional <br />easement, and Councilors should pledge never to support a four-lane road. <br /> <br /> Mr. Richard Brewer, 105 Locust Lane, said he is happy that a decision has finally <br />been made on the Meadowcreek Parkway, and he thinks the community will benefit from <br />the road. <br /> <br />PUBLIC BEARING/ORDINANCE: EXCHANGE OF 3 ACRES OF CITY <br />PROPERTY AT END OF LOCUST LANE AND ADJOINING MEADOW CREEK <br />GOLF COURSE FOR 18 ACRES ADJOINING RIVERVIEW PARK <br /> <br /> Mr. Clyde Gouldman, City Attorney, said that Mr. Stan Tatum has proposed to <br />exchange 18 acres of land near Riverview Park for three acres of land owned by the City <br />adjoining Meadow Creek Golf Course, Because the City land was originally parkland, <br />the federal government has had to sign off on the exchange, which it has. Mr. Tatum <br />proposes to build single family homes with a minimum of 1,600 square feet each. <br />Council has the right to approve the exterior design of the development. <br /> <br />The public hearing was opened. <br /> <br /> <br />
