262 <br /> <br />area, in order to preserve the environment and open space while en~ncing job <br />and housing opportunities for our citizens, <br /> <br />· An integrated, effective regional transportation plan, <br /> <br />Revisiting the funding formula for joint city-county services, and <br /> <br />An area wide plan to meet the future public water supply needs of our <br />community; and <br /> <br /> WHEREAS, -we are im~ormed by the citizens who filed the petition for reversion <br />that it is their intention to respect the wishes of the Council pertaining to the prosecution <br />of the Reversion litigation, and it is the Council's desire to affirm the right of citizens <br />who undertake voter initiatives to participate in the prosecution and termination of such <br />proceedings; <br /> <br /> NOW, TItEREFORE, BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that: <br /> <br />(A) The City Council ex_presses the view that reversion is not presently in the <br />best interests of the City or the region, and that cooperation and negotiation are <br />more likely to bring the positive outcomes that the community seeks; <br /> <br />(B) The City Council expresSes ks thanks to all groups and individuals who have <br />been involved in the exploration of reversion and its alternatives, including, but <br />not limited to: <br /> <br />(t) The citizens who exercised their legitimate rights under the law to <br />bring a petition; <br /> <br />(2) The League of Women Voters, which sponsored forums and <br />conducted outreach; <br /> <br />(3) The 5Cs Committee, which was instrumental in resolving an impasse <br />in the Fire Services Contract discussions; and <br /> <br />(4) The Albemarle County Board of Supervisors, which worked with <br />Council in an effort to reach agreements on a number of issues, and <br />continues to evidence interest in further cooperation with the City; and <br /> <br />(C) The City Council requests that discussions with Albemarle County on the <br />above joint efforts begin as soon as possible. <br /> <br /> Mr. Toscano asked that a copy of the resohaion be sent to those groups <br />specifically thanked. <br /> <br />DISCUSSION: ROLES AND RESPONSIBILITIES OF THE BOARD OF <br />ARCHITECTURAL REVIEW <br /> <br /> Mr. Goutdman read the responsibilities for the Board of Architectural Review as <br />set out in the City Code. Mr. Gouldman said that a resolution has been prepared which <br />will extend the terms of BAR members whose terms expire January 1, 2000 until <br />appointments have been made, which will allow Council to extend the deadline for <br />receipt of applications. <br /> <br /> Mr. Cox said that reading the BAR's charge made him realize how much we <br />depend on the BAR to preserve historic areas and raise public awareness, and as a result <br />Council may want to have someone with more historic preservation background on the <br />BAR. Mr. Cox said he has seen three demolitions, ail of which he voted against, since <br />his tenure on Council. Mr. Cox said he is interested in having the BAR safeguard historic <br />properties and would like to attract a professional historian. Mr. Cox said that we are <br /> <br /> <br />
