Mr. Tolbert asked <br />Councilors to provide any suggestions they may have to the BAiL <br /> <br /> Mr. Cox commend the BAR for the proposal, adding that he thinks it is a good <br />investment. <br /> <br /> Mr. Tolbert said that the Planning Commission also wants to recognize non- <br />lfistoric, but good projects as well. <br /> <br />~P~RT: CITY MANAOER - STRATEGIC ISSUES <br /> <br /> Mr. O'Connelt said he wants to start a discussion with Council about the general <br />direction, and perhaps time frame for major decisions that will he coming up in the near <br />future. _Mr. O'Connell said he has put together a listing of strategic issues to help outline <br />the agenda for the coming years, and is looking for direction from Council for staff, and <br />for Council's priorities. Mr. O'Connell suggested that these issues be discussed at work <br />sessions as well as during the annual retreat. Strategic issues listed by Mr. O'ConnelI <br />include: Council Retreat; Council Priorities; "World Class Cities" Benchmarking project; <br />"Blue Ribbon Commission," Citizen Survey, Corridor Study; Comprehensive Plan; <br />Quality Community Council; Commission On Children and Families; Economic <br />Development Issues; Special Projects; Transportation Plan; Water Supply Alternatives; <br />Three Party Agreement, Long Range Financial Plan; Capital Project Management; and <br />World Class City. Mr. O'Connell said that most of these issues will require money and <br />staffwill be tooldng at a 5-I0 year financing plan. Mr. O'Connell said staffwill be <br />studying the advisability of having a biennial budget. In addition to the issues listed <br />above, Mr. O'Connell added the following issues: 10 year capital improvement plan, <br />transit development plan, technology innovations plan, and the issue of whether Council <br />wants to he a "virtual" Council <br /> <br /> Mr. Toscano suggested that Council earmark the second Mondays of each month <br />for work sessions leading up to the retreat. Mr. Toscano said he thinks benchmarking is <br />the ovemrching issue for the retreat. Mr. Toscano said he think that prioritizing is really <br />critical, especially in light of what he thinks are going to be incredible demands coming <br />out of the Comprehensive Plan and what the long-term financial picture will allow us to <br />do. Mr. Toscano said he thinks Council should be a "virtual" Council. <br /> <br /> Ms. Richards expressed concern about how all the studies and plans will be <br />integrated, and said a strategy for doing this could be developed in a work session or at <br />the retreat. <br /> <br /> Mr. Lynch noted that most of the studies will be completed by the fall, and said he <br />feels it is incumbent on Council to see that they.are acted upon. Mr. Lynch~ said that <br />improving the quality of life in Charlottesville is his primary mission. <br /> <br /> Mr. Cox said he would like to know where his priorities 'are compared with other <br />Councilors, and suggested this be discussed at a work session or one on one with other <br />Councilors. Mr. Cox said some thing should be integrated into the Comprehensive Plan. <br />Mr. Cox suggested that staffpresent Council with a process for prioritizing. Mr. Cox <br />said he does not think it should be assumed that Council's priorities mirror the <br />community's priorities. <br /> <br /> Mr. Caravati said he feels the list of strategies issues is daunting. Mr. Caravati <br />said he will discuss a process for addressing the matter with Mr. O'Connell. <br /> <br /> Mr. Lynch said that expanding greenspace, especially the Rivanna Trails, <br />alternative transportation, traffic calming, and community policing are priorities for him. <br /> <br /> Mr. Cox questioned how expanding greenspace would be discussed, and asked <br />whether quantities or locations should first be identified. <br /> <br /> <br />
