Dr. Symons said he will meet with staffs to put
together a timeline and RFP, which he feels can be drafted within 90 days.

Mr. Lynch said we need to get the public involved earlier in the RFP process, and
should get the Jefferson School building on the historic register as soon as possible.

Mr. Campbell said that historic designation may have no impact on tax credits.

Mt'. Caravati said that part of the project will be on the historic register in the end.

Mr. Toscano said the important thing is to save the building, noting that we may
want to designate a larger site as historic, but we need to be sure what such designation
means. Mr. Toscano said that saving the building should be part of the RFP, and said we
need to get information on how the designation will assist us in that goal. Mr. Toscano
said he supports the RFP process. He said he feels that the public process is really
important, and we need to educate people about what will need to happen to pull this off,
such as significant outside financial involvement. Mr. Toscano said that tradeoffs will
need to be made along the way to keep the pre-school there.

NOTICE OF SPECIAL MEETING

A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE
HELD ON Saturday, January 20, 2001 AT 9:00 a.m. IN THE Coach Room, Boar's Head
Inn.

THE PROPOSED AGENDA IS AS FOLLOWS:

Council Retreat

BY ORDER OF THE MAYOR

BY Jeanne Cox

BOAR'S HEAD INN - January 20, 2001

Council met in special session on this date with the following members present:
Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano.

Staffpresent were: Gary O'Connell, Linda Peacock, Rochelle Small-Toney,
Craig Brown, and Jeanne Cox.
